मेट्रो मॉल को ३० माह में पुर्तता का फैसला

नागपुर: दो साल की देरी के बाद, नागपुर नगर निगम (एनएमसी) चाहता है कि मेट्रो मॉल का निर्माण 30 महीने में पूरा हो जाए। एनएमसी के परियोजना विभाग ने 10 नवंबर को होने वाली स्थायी समिति के समक्ष इस संबंध में एक प्रस्ताव प्रस्तुत किया है।

हाल ही में, एनएमसी ने एक निजी एजेंसी को शॉर्टलिस्ट किया था, जो 45 करोड़ रुपये की बोली राशि से 10 करोड़ रुपये अधिक भुगतान करने के लिए सहमत हो गई है।

एनएमसी ने आठ मंजिलों के निर्माण के लिए एक शॉपिंग मॉल, रेस्तरां और छत पर भोजनालय के साथ एक मल्टीप्लेक्स बनाने के लिए निविदाएं मंगाई थीं। मॉल, जो ऑरेंज सिटी स्ट्रीट परियोजना की चरण- I योजना थी, एक सार्वजनिक-निजी भागीदारी परियोजना होगी।

नागरिक निकाय ने अक्टूबर 2019 में निविदाएं जारी की थीं। 35,000 वर्गमीटर भूमि के लिए 45 करोड़ रुपये का आधार मूल्य तय किया गया था जहां मॉल बनेगा। एनएमसी ने प्रफुल्ल वेद इंफ्रास्ट्रक्चर कंपनी लिमिटेड को अंतिम रूप दिया था जो 55.55 करोड़ रुपये का भुगतान करने पर सहमत हुई थी। अब, एनएमसी फर्म के साथ एक समझौता ज्ञापन पर हस्ताक्षर करेगा।

इससे पहले, एनएमसी ने 20 दिसंबर, 2018 को मॉल के निर्माण के लिए महामेट्रो को जोड़ा था। महामेट्रो को 18 महीने में परियोजना को पूरा करना था, लेकिन यह केवल प्लिंथ स्तर तक ही निर्माण पूरा कर सके।

परियोजना विभाग ने फर्म द्वारा नागरिक निकाय को किए जाने वाले चरण-वार भुगतान का भी प्रस्ताव दिया है। प्रस्ताव के अनुसार, नियुक्ति के 60 दिनों के भीतर फर्म को पहली किश्त में 2 करोड़ रुपये और छह महीने में 3 करोड़ रुपये का भुगतान करना होगा।

इसके अलावा, इसके अध्यक्ष प्रकाश भोयर की अध्यक्षता में होने वाली स्थायी पैनल की बैठक के समक्ष 14 और प्रस्ताव रखे जाएंगे।

पिछली स्थायी पैनल बैठकों की तरह, भाजपा शासित एनएमसी ने 12 तारकोल सड़कों को फिर से तैयार करने और टार सड़कों को सीमेंट कंक्रीट में बदलने का प्रस्ताव दिया है।

अन्य प्रस्तावित कार्यों में गद्दीगोदाम में खलासी लाइन में 49.88 लाख रुपये की सीवर लाइन बिछाना, गांधीबाग क्षेत्र के तहत शिवाजी नगर में एक नाले की रिटेनिंग वॉल का निर्माण शामिल है। इसके लिए एनएमसी ने 88.20 लाख रुपये खर्च करने का प्रस्ताव रखा है।‌‌

मिशन बिगीन अगेन: ऑगस्टपासून नागपूरात मॉल उघडणार?

नागपूर:- कोरोना साथीच्या प्रादुर्भावात लॉकडाऊनमुळे गेल्या 4 महिन्यांपासून बंद असलेल्या मॉल्स आणि मार्केट कॉम्प्लेक्सला दिलासा मिळाला आहे. मिशन बिगीन अगेन अंतर्गत मनपा आयुक्त मुंढे यांच्या वतीने नवीन मार्गदर्शक तत्त्वे जारी करण्यात आली. त्यानुसार  5 ऑगस्टपासून मॉल्स आणि मार्केट कॉम्प्लेक्स सुरू होतील. मॉल्स आणि कॉम्प्लेक्समध्ये सकाळी 9 ते संध्याकाळी 7 या वेळेत व्यवसायासाठी अनुमती दिली जाईल.

मॉलअंतर्गत सिनेमाघराव्यतिरिक्त, फुड कोर्ट, रेस्टॉरंट्सच्या किचन ना देखील परवानगी दिली जाईल, परंतु त्यांना केवळ होम डिलिव्हरीच करता येईल. नवीन मार्गदर्शक सूचनांनुसार औद्योगिक युनिटला पूर्वीप्रमाणेच परवानगी दिली आहे. यात कोणताही नवीन दिलासा दिला गेलेला नाही. त्याचप्रमाणे बांधकाम व पर्जन्यपूर्व कामांनाही पूर्वीप्रमाणे परवानगी देण्यात येणार आहे.

वाहनांत प्रवाशी संख्येत दिलासा: मॉल्स व मार्केट कॉम्प्लेक्स उघडण्यास मान्यता देण्यात आली असताना, वाहतुकीसाठी वापरल्या जाणार्‍या टॅक्सी, कॅब, रिक्षा, चारचाकी आणि  दुचाकी वाहनांच्या प्रवाशांची संख्याही वाढविली गेली आहे. टॅक्सी आणि कॅबमध्ये आता चालक व्यतिरिक्त 3 प्रवासी, रिक्षात ड्रायव्हर व्यतिरिक्त 2, चारचाकी वाहनात चालक व्यतिरिक्त 3 दुचाकी वाहनात डबल सीट परंतु दुचाकीमध्ये हेल्मेट आणि मास्क लावण्याचे अत्यावश्यक केले आहे.

गोल्फ, जिम्नॅस्टिक, बॅटमिंटनला परवानगी: मैदानी खेळांत संघाव्यतिरिक्त गोल्फ कोर्स, आउटडोअर फायरिंग रेंज, जिम्नॅस्टिक, टेनिस, बॅटमिंटन आणि मलखांब यासारख्या खेळांनाही सोशल डिस्टंसींगच्या अटीवर परवानगी दिली जाईल. परंतु पोहण्याच्या तलावांवरील बंधन पूर्वीप्रमाणेच कायम ठेवले गेले आहे. या व्यतिरिक्त, पूर्वीच्या अनलॉक मधे ज्या व्यवसायिक अॅक्टिव्हिटींना परवानगी होती ती पूर्वीच्याच अटींच्या आधारावर सुरू राहील. सरकारी कार्यालये व खासगी कार्यालयांमध्ये कर्मचार्‍यांच्या उपस्थितीवरील बंदी कायम राहील.
