The Nagpur Municipal Corporation has intensified its property tax recovery drive with decisive action against major commercial defaulters. As part of this crackdown, NMC water cut Fortune Mall Nagpur property tax 2026 action was executed on Wednesday, September 3. An NMC enforcement team disconnected the water supply of Fortune Mall in Sitabuldi over outstanding property tax dues of Rs 3.28 crore. The action is part of a broader special recovery drive that NMC has been running since August 20, 2026.
Where and How Did the Action Take Place?
The enforcement action was carried out in Dhantoli Zone by a team led by Assistant Commissioner Pramod Wankhede. The team disconnected the water connection of Fortune Mall located in Sitabuldi. The property is listed in NMC records as Ward 3, House No. 148.
The outstanding property tax dues of Rs 3.28 crore pertain to the period mentioned in the civic records. The disconnection will remain in effect until the full outstanding amount is cleared by the mall management.
What Other Properties Were Targeted on the Same Day?
The enforcement drive did not stop at Fortune Mall. The same team also initiated recovery proceedings against KSL Industries Ltd, which operates Nakshatra Hall in Ward 6. The outstanding property tax dues in this case amount to Rs 75.80 lakh. Recovery proceedings have been formally initiated against the company.
In the Dharampeth Zone, the NMC sealed two additional properties. A plot belonging to Pankaj Nandlal Agarwal of Mehadia in Ward 68/3 was sealed over property tax dues of Rs 26.25 lakh. A second plot belonging to Prashant Shankarrao Kale was also sealed for outstanding dues of Rs 3.15 lakh.
Why Is NMC Taking Such Aggressive Action Now?
Property tax arrears in Nagpur have accumulated to nearly Rs 2,400 crore over the past several years. Municipal Commissioner Dr. Vipin Itankar launched a special property tax recovery drive from August 20 to September 30, 2026. The target is to recover at least Rs 1,000 crore during this campaign period alone.
More than 400 employees from the Tax Department and other civic departments have been deployed across the city for this drive. Recovery teams have been equipped with Point-of-Sale machines so that defaulters can pay their dues immediately on the spot when enforcement teams arrive.
Which Properties Are on NMC’s Priority List?
NMC has specifically identified two categories of defaulters for priority action. The first category includes 703 properties with arrears exceeding Rs 5 lakh each. The second category covers 3,924 properties with arrears between Rs 1 lakh and Rs 5 lakh.
Commercial properties, mixed-use properties, non-residential premises, and vacant plots are being targeted first. Commissioner Dr. Itankar has directed every zonal office to accord top priority to these categories during the current drive.
What Powers Is NMC Using Against Defaulters?
The NMC is deploying the full range of legal tools available to it under municipal law. These include water supply disconnection for properties with unpaid dues, sealing and attachment of plots and commercial premises, initiation of recovery proceedings under Rule 42, and issuance of warrants for seizure of movable and immovable property.
The civic body has also warned that bank accounts of chronic defaulters may be frozen. Commissioner Dr. Itankar has made it clear that no penalty waiver will be granted during this drive. Property owners should not harbour any expectations of relief from accumulated penalties.
What Has NMC Collected So Far This Financial Year?
NMC’s property tax collections have already shown strong momentum this year. The civic body collected Rs 100.29 crore from 2,37,113 properties in the first four months of the 2026-27 financial year alone. Of this, Rs 72.75 crore came from current-year tax payments and Rs 27.54 crore from recovery of outstanding arrears.
The NMC has set an annual property tax target of Rs 749.82 crore for 2026-27, with a separate ambitious target of recovering Rs 526.85 crore in pending dues during the current financial year. The Fortune Mall action and the wider enforcement drive signal that NMC is prepared to use every available tool to meet these targets.

NMC enforcement teams are now visiting properties across all ten zones simultaneously.
