Sarathi 4.0 New Driving Licence Document Rules October 2026

Sarathi 4.0 New Driving Licence Document Rules Are in Force from October 2026

Anyone applying for a new driving licence or renewing an existing one in Nagpur must follow the updated document rules immediately. The Sarathi 4.0 driving licence document rules 2026 came into force across all states from October 15, 2026. The changes follow amendments to the Central Motor Vehicles Rules, 1989, and are based on a July 16 review held with the Ministry of Road Transport and Highways. Applicants who visit the RTO without the correct documents will face delays.

What Is the Biggest Change in Sarathi 4.0 Document Rules?

The most significant and welcome change for most applicants is this. Applicants no longer need to upload their original driving licence, learner’s licence, or conductor’s licence while applying for services related to an existing licence on the Sarathi 4.0 portal.

This change reduces paperwork and makes the process simpler for the large number of applicants who are applying for services such as adding a vehicle class, updating address details, or making other modifications to an existing licence. It also reduces the risk of original documents being lost or damaged during the uploading process.

What Are the New Rules for E-Rickshaw and E-Cart Licences?

Applicants applying for an e-rickshaw or e-cart driving licence must now submit a training certificate as a mandatory document. The certificate must confirm that the applicant has completed a minimum of 10 days of authorised training.

The training must be taken from an authorised vehicle dealer who holds an e-rickshaw and e-cart business certificate. Training from unauthorised sources will not be accepted. Applicants must ensure they obtain this certificate before approaching the RTO for the licence application.

Is a Medical Certificate Still Required?

Yes, Form 1-A, which is the medical certificate, remains mandatory for new applications in the transport vehicle category. This applies to anyone applying for a transport licence for the first time.

Applicants who already hold a non-transport licence and wish to add a transport class to their existing licence must also submit the required medical and other supporting documents as applicable to that category. The medical certificate must be obtained from an authorised medical practitioner before the application is submitted.

What Is New for Licence Renewals?

Licence renewal now requires an additional document that was not previously mandatory. Applicants renewing their driving licence must now submit a refresher training course certificate along with their renewal application.

This requirement reflects a policy push to ensure that drivers who are renewing their licences after a gap have completed a basic refresher on road safety and traffic rules. The same refresher training certificate requirement also applies to applicants who are applying for the revocation of a licence suspension.

How to Apply on the Sarathi 4.0 Portal?

All driving licence services in India are now processed through the Sarathi 4.0 portal, which is accessible at sarathi.parivahan.gov.in. Applicants must create a profile or log in using their existing credentials, select the appropriate service, fill in the required details, and upload all mandatory documents as per the new rules.

Once documents are uploaded and the application is submitted, the licensing authority will review and process it. Applicants are strongly advised to complete all paperwork and gather all required documents before visiting the portal or the RTO. Incomplete applications will not be processed and will lead to avoidable delays.

What Should Nagpur RTO Applicants Do Right Now?

Every Nagpur resident planning a driving licence-related application in the coming months should review the updated document checklist carefully before proceeding.

For a fresh non-transport licence, carry standard documents along with the learner’s licence. For a fresh transport licence, also carry Form 1-A medical certificate. For an e-rickshaw or e-cart licence, carry the 10-day training certificate from an authorised dealer. For any licence renewal, carry the refresher training course certificate. For revoking a suspension, carry the refresher training course certificate.

Applicants who prepare their complete document set in advance will avoid unnecessary trips to the RTO and ensure smooth, delay-free processing of their applications.
