Nagpur farmer drowns, mob claims wild animal attack, demands help from Rs15 lakh

Nagpur: Instigated by local leaders, Dhiwarwada villagers near Koka Wildlife Sanctuary, 70 km from here in the district of Bhandara, created ruckus over the death of a farmer who died as a result of drowning but people wanted it to be considered a victim of a wild animal attack. Kins of the survivor of wild animal attacks get Rs15 lakh according to the GR.

Harishchandra Raut (52), Dhiwarwada, was missing on February 28 when he had gone to his farm to guard the seed, known in local parlance as ‘jagli.’ Raut’s farm is adjacent to the sanctuary and separated by a low, perennial brook.

When Raut did not return home, his wife approached the villagers who began a 29 February search. His body was found in the nullah, which barely had the water of 2-3 feet.

News of Raut’s death spread like wildfire and gathered at the spot a crowd of about 200 men. Some politicians including former Tumsar-born BJP MLA Charan Waghmare, Dhiwarwada sarpanch Dhamdeo Wanve, and others joined them.

When forest officials and police arrived at the spot, villagers led by Zilla Parishad member Sarita Chouragade and Wanve did not allow them to remove Raut’s body and wanted officials to record that his death was due to wild animal attack and that his family would receive compensation according to GR.

The mob vent wrath on Koka RFO Sachin Jadhav who had last arrested Raut for poaching a wild boar in April. Raut was arrested among 11 defendants. The case is still pending in a court in Mohadi. The mob also alleged that Raut had been dissatisfied with the court case, and therefore had to commit suicide.

Nevertheless, the leaders pressured forest and police officials to announce some compensation to the victim’s family, as the mob let loose arousing law and order issue. RFO Jadhav gave Rs15,000 on the humanitarian ground while API Nilesh Waje offered Rs10,000 from its pockets.

The people did not stop at this and placed Raut’s body at Dhiwarwada in front of the forest quarters and pressured the RFO to send it in writing that the victim should receive compensation as per the GR.

Ex-MLA Waghmare said, “Raut’s farm is near the border of the sanctuary, and he died from falling into the nullah after being pursued by wild animals. He will receive compensation for Rs15 lakh, as per GR. The fact was reported in panchnama police. It will be revealed by post-mortem examination.

“Sarpanch Wanve said,” How Raut died is not true. While Raut’s body did not show any major injuries, tigers and leopards are present in the area. There is no explanation he committed suicide. Post-mortem report would reveal the truth.

We checked the body but injury signs were not seen anywhere. There are no eyewitnesses to testify that wild animals have targeted Raut. We are waiting for a post-mortem report. “NNTR officials said,” Every area near the spot has been scanned but there is no direct or indirect evidence of any wild animal including pugmarks, scrape marks or scat. In such cases paying compensation will set a false precedent.’

Nagpur Municipal Corporation warehouses scrap in its building’s basement parking

Nagpur: It is the responsibility of the Nagpur Municipal Corporation (NMC) to take action against illegal use of the basement parking area but it rarely takes any action. The civic body has now been captured, flouting its own rules, storing scrap in the lower basement parking lot of its new administrative building in Civil Lines.

Although the building has been in use for the past seven years, it still has to secure fire enforcement and occupancy certificates, which are also major violations under the own rules of the civic body.

The seven-story building has lower and upper basement parking spaces. The lower basement has been in use for two-wheelers since 2014. Four-wheelers are to be stored in the lower basement but have not been in use until recently. Tukaram Mundhe, soon after taking charge on January 28, was angry at the sprawling premises in front of the building over haphazard parking of cars by employees and tourists.

The NMC engineers then labeled parking lots and initiated action in no-parking areas against the vehicles. Parking in the lower basement area has begun too. Several NMC employees and tourists a few days ago informed about the poor condition of the lower basement car park. Several old cupboards, chairs, tables, hand-carts, etc. have been found discarded in the parking basement. While the departments were moving from old to new buildings, some department workers had deposited the scrap there.

Sewage water on high voltage electrical cables packed in a case attached to the ceiling was found leaking from a damaged pipeline. A stinking smell was sent out by puddles of black-colored sewage water as well as scrap. The poor lighting system in the basement contributed to the problems. There is also just one ramp for vehicles entering and exiting. Cars parked by a couple of officials covered nearly half the ramp.

Due to the scrap and sewage water, parking and moving around vehicles became an issue. In the absence of a lift, people have to use the staircase. scrap and sewage pictures to Mundhe in the lower basement car park. According to officials at NMC, Mundhe immediately instructed the engineers to clean basement parking, and the work began.

Stopping the sewage flow will take some time. Fire systems have been activated and the appropriate organization is awaiting the B-certificate. Certificate of occupation will be issued after the certificate of fire enforcement, they said.

In 2002 the building was built at the cost of crore Rs17.99. Construction began in 2003 but had missed the 2004 deadline. Until 2013 only the ground floor had been completed. Price had risen to Rs57 crore till then.

The then municipal commissioner Shyam Wardhane and the additional municipal commissioner Hemant Kumar Pawar moved their offices to the ground floor to allow the officials to speed up work. The building has been phased into use.

API Nagpur President Dr. Shubhada Khirwadkar said the event was organized as part of the initiative for youth link.

“In all its dimensions, children and adolescents need to be trained on personal hygiene, healthy lifestyles, nutrition, respect for gender and many other issues that are important to their health. If these messages are delivered in the usual didactic manner they will hardly make an impact. API Nagpur has come up with an innovative way of reaching out through this contest to the girls, “she said.

API and the South Center Zone Cultural Center (SCZCC) joined hands to coordinate this event at their premises. Nagpur’s Siddhivinayak Academy of Performing Arts, Tarang Foundation, and Inner Wheel Club funded this maiden API initiative. Pediatrists have planned to communicate with school children to promote awareness of non-communicable disease prevention and provide CPR training during this year.

“Street play is the most successful and common form of social message delivery. Today children expressed important health messages in an informative and effective manner. Some of the actors were very talented and I offered them to join me with the theater movement, “said senior theater activist Sanjay Bhakre, one of the contest’s judges. The jury included adolescent health expert Dr. Nishikant Kotwal, psychiatrist Dr. Smita Desai, and senior journalist Barkha Mathur.

The chief guest was Dr. Avinash Gawande, Government Medical Superintendent of Medical College and Hospital (GMCH). “Street Plays is a fast, powerful and cost-effective way to impactfully exchange social messages. Wisely minimizing waste is the need of the hour

Nagpur updates: The environmental disparity is primarily due to the lack of concrete steps to tackle the head-on waste issue.

Recently, the Rotary Club of Nagpur Center (RCNC) and the Rotary Club of Nagpur Green City (RCNG) at the Institute of Engineers India (IEI) arranged a special lecture to spread awareness to save the globe. Expert Makarand Pandhripande talked at length about how the planet is being polluted by plastic waste, e-waste, and solid waste new by nagpur updates

“We will say no to plastic everyone. Plastic not prohibited and approved for use should be properly disposed of and provided for recycling. The use of plastic substitutes, such as steel bottles, paper or cloth bags, will bring about a change. Not using disposable products but also biodegradable cutlery can be an enormous helping hand, “Makarand said.

he said it could be saved if everyone starts disposing of it at the right place instead of the general dump yard. India is turning itself into a country with low e-waste. Service centers’ were built in which only electronic content is recycled without harming the environment. Scientific disposal will make things worse, Makarand said.

Before Makarand’s presentation, Rotarian Shyam Pandharipande gave a welcome message. “This growing waste management initiative is very vast and needs support from all the organizations, residents and revolving clubs. In order to curb that waste that is becoming a threat to the environment, it is the responsibility of each individual to take small steps to reach the desired destination.

“Anchor Ketki Salankar said,” Anything that can not be reused, recycled or refurbished should be restricted from the redesign. “Speaking on plastics and solid waste issues, Makarand said,” Wet and dry waste segregation should be restricted. If each person begins this operation then a very big change can be seen over a period of time.

“President of the Association of Vidarbha Plastic Industries, Rakesh Surana, explained the position of NGOs and diverse organizations. “Awareness is the answer and is a must to educate people. Not littering roads, proper recycling of garbage in bins, and segregation of waste will help bring about a change. “The lecture was highly appreciated by the audience and by all the dignitaries present on and off the dais.

The river also names the town of Nagpur and both of them run down through the civic limits of the region. The agreement to be signed in March on the nag river project loan.

In the third week of March, the loan agreement for the project to mitigate pollution in rivers Nag between Japan International Cooperation Agency and the Economic Affairs Department (DEA) will be signed. Soon afterward, project execution will begin.

DEA Director Avinash Kumar recently held a meeting in which members from the Nagpur River Protection Directorate, the Environmental Department of the Union and Nagpur, Shweta Bannerjee and Mohammed Israel, from the Nagpur Municipal Corporation (NMC), participated.

The project cost is Rs2,412.64. The core share of the central government is 60%, State 25%, and NMC 15%, respectively.

On The Positive Note:
Every day, quantities of waste discharged into the rivers Nag and Pili (430 MLD). Pollutants are flowing into the Rivers of Kanhan, Wainganga, and Gosikhurd dam. Now it will be less and the water will get better treated.

“Looking at the water, people connect,” except for those on its banks. Yet this is more a waste outlet than anything for them, too. Even the demographics on Sangam temples have changed and include more than one regular class or household in a low-income group.

Now people will connect more with the river & it will again shine and fulfill the water requirement in the time of need. And on the other note sewage will be well planned and the river will also be managed to set an example of a clean city, a green city.

Inform about irri projects completed & pending: HC to govt

Nagpur: Bombay high court’s Nagpur bench on Wednesday ordered the state government to notify within two weeks about the number of irrigation projects completed and pending.
The directives came when Loknayak Bapuji Aney Smarak Samiti’s (LBASS) hearing a PIL convene Avinash Kale through counsel Bharti Dabhadkar on unfinished irrigation projects that have resulted in a spate of farmer suicides in Vidarbha over the years.

In the last meeting, the petitioner moved a request for an amendment requesting instructions from the state government and the Vidarbha Irrigation Development Corporation (VIDC) to send a report on this at a specific time.

On Wednesday, the petitioner again pointed out submissions made in his amendment application, after which, in addition to VIDC, a division bench comprising judges Ravi Deshpande and Amit Borkar directed the respondents, including State Secretaries for Urban Development, General Administration (GAD), Forestry and Irrigation departments, to file a response.

Over the years, Kale had blamed unfinished ventures for a series of farmer suicides in the region that continued to this day. Citing his old PIL (No 83/2012) in the multicrore irrigation scam that was disposed of on 12 December 2014, after the VIDC had ensured that all projects would be completed within a new deadline, he pointed out that hardly any progress has been made ever since.

The petitioner further accused VIDC of failing to complete approximately 45 irrigation projects in the area within the deadline, thereby depriving more than 30 lakh farmers of facilities. He pointed out that he and social workers were part of’ Sinchan Shodh Yatra’ where they visited about 16 out of 45 projects and found them unfinished, even after the new deadline.

In its previous reply, the VIDC identified a slew of reasons for the delay in the completion of the projects. It included opposition from PAPs, lack of environmental approval, implementation of lift irrigation scheme (LIS), lack of availability of sand, concrete, rubble and other resources, and shortage of staff.

The cause of the delays was introspected through the conduct of various discussions, the establishment of committees and the implementation of all feasible results/reports. The VIDC and government are very serious about completing the remaining 64 forest-affected projects that continue.
