नागपुर:- कोवीड19 प्रसार टाळण्यास लागू संचारबंदीमुळे 2 महिन्यांपासून बंद विमानतळावर सोमवारपासून उड्डानांस प्रारंभ झाला त्यावेळी येथे सुरक्षितता आणि सावधगीरीकडे काटेकोर लक्ष ठेवले गेले होते. विमानांत बसण्यापूर्वी प्रवाशांचे थर्मल स्क्रीनिंग  केले गेले. सर्व प्रवाशांस एअरलाइन्स वतीवे फेस मास्क वाटप झाले ते घालूनच विमानात प्रवासी बसविले गेले, फ्लाइट अडेन्टेंट पीपीई किट पेहरावात होत्या.

सुरक्षा कर्मचारी देखील पीपीई किट वापरावर भर देऊन होते. परिसरास वारंवार सॅनिटाइज्ड केले जात होते. येणा-या सर्व प्रवाशांचे हातावर होम क्वॉरंटाईनचे ठशे लावले जात होते. विमान सेवा सुरु होण्यापूर्वीच सरकारतर्फे सुरक्षेसंबंधित सर्व मार्गदर्शक सूचना घोषित केल्या गेल्या. प्रवाशांस 2 तास आधी विमानतळावर पोचन्याचे निर्देश होते. एंट्री गेट वर स्क्रीनिंगनंतरच प्रवाशांस आत जाऊ दिले गेले.

बर्‍याच कालावधीनंतर दिसल्या घडामोडी: फ्लाइट ऑपरेशन चालू झाल्यामुळे बर्‍याच कालावधीनंतर विमानतळावर घडामोडी आढळल्या. प्रवाशांची संख्या खूपच कमी होती. लॉकडाउनपूर्वी रोज 30 पेक्षा जास्त विमानांचे आवागमन सुरू होते. लॉकडाउन नंतर पहिल्या दिवशी फक्त 4 विमान आले. सकाळपासून  फ्लाईट अटेंडंट, हवाई परिचारिका कामावर पोचले.

कोलकाता विमानास मंजूरी नाही: पश्चिम बंगाल मध्ये विमान सेवा 28 मे पासून सुरू होतील. नुकत्याच आलेल्या अम्फान महावादळाने जिवीत व वित्तीय असे बरेच नुकसान झालेय. आधी इंडिगो कडून कोलकातासाठी एक विमान सोमवार पासून तयारीत असणार होते. मात्र वादळा नुकसानाच्या आढाव्यानंतर 28 मे पर्यंत विमानसेवा सुरू न करण्याचा निर्णय घेतला गेला.

टॅक्सी सेवा बंदच: सोमवार पासून विमानसेवांचा प्रारंभ झाला परंतु टॅक्सी सर्व्हिसेस पुर्ववत नाहीत. प्रशासनाकडून अद्याप टॅक्सी आणि ऑटो चालविण्यास्तव मंजूरी दिली गेली नाही, अशावेळी प्रवाशांना आणने नेणे ई साठी खाजगी वाहनांचा वापर करावा लागला. विमानतळ परिसरातील टॅक्सी स्टॅडही रिकामे आढळत होते.

दरअसल कोरोना संक्रमण धीरे धीरे भारत में अपनी जड़ें जमा रहा है। देश में सोमवार को कोरोना के लगातार सर्वाधिक केस आए देश में कुल संक्रमण संख्या बड़कर 1,38,845 के पार होगयी है। देखते ही देखते कुछ राज्यों में कोरोना संक्रमितों की संख्या हजारों के आकंड़ों को छू गई है। यहां हम 5 ऐसे राज्यों की बात करेंगे जहां कोरोना ने सबसे अधिक कहर बरसाया है।

महाराष्ट्र – यहां सबसे ज्यादा इस महामारी ने प्रभावित किया है ।महाराष्ट्र में सबसे अधिक कोरोना पॉजिटिव की संख्या  52627 तक पहुंच गई । जिसमे अब तक मृत्यु हुई 1695 और ठीक 15786 हुए।

तमिलनाडु – यह इंडिया का दूसरा ऐसा राज्य है जिसमें कोरोना ने सबसे अधिक आक्रमण किया है। यहां संक्रमितों की कुल संख्या अब तक 17802  रही. जिसमें से ठीक हुए  407 मरीज और मृत्यु 118 रही.

दिल्ली – दिल्ली एक ऐसा राज्य रहा जहां शुरू से ही कोरोना के अधिक मामले मिल रहे थे और मरकज के बाद यहां विस्फोटक रूप से संक्रमितों की संख्या बढ़ी थी किन्तु दिल्ली ने काफी कुछ स्तिथि नियंत्रण में ली है और वर्तमान स्थिति में दिल्ली में कुल संक्रमितों की संख्या 14503 के पार हो चुकी है। वहीं 261 मरीजों की मृत्यु हो चुकी है और ठीक 6540 हो चुके हैं।

गुजरात – दिल्ली और गुजरात दोनों ही राज्य लगभग एक स्तिथि में ही हैं फिलहाल गुजरात में कुल कोरोना संक्रमितों की संख्या १४५०६ है | वहीं दिल्ली में 14503 है । गुजरात में कोरोना से मृत्यु लगभग 858 की हुई है। वहीं रिकवर हुए लोगों की संख्या 6636 रही है।

राजस्थान – राजस्थान की बात करें तो यहां संक्रमितों की संख्या 7300 तक पहुंच गई है। वहीं रिकवरी की बात करें तो 3559 डिस्चार्ज हुए और मृत्यु अब तक 167 लोगों की हो चुकी है।प्रदेश की राजधानी जयपुर सबसे ज्यादा मामलों के साथ संक्रमण में सबसे आगे है।

हालाकि इन सभी आकंड़ों में लगातार परिवर्तन भी हो रहा है जैसे टेस्ट के परिणाम आ रहे हैं आकंडे बदल रहे हैं।किन्तु इस समय देश को कुछ पुख्ता इंतजाम करना जरूरी है वरना यह स्तिथि और भी भयावह हो सकती है ।

नागपूर:- अंदाजे 2 महिन्यानंतर पुन्हा एकदा नागपूर विमानतळावर हालचाली घडल्या. पहिल्याच दिवशी 4 विमान आले आणि परत रवाना झाले. यात दिल्लीचे 2, मुंबईहून 1 आणि बंगलुरूहून 1 असे विमान होते. 2 महिने आधी आणि आजच्या विमातळाचे चित्र बरेच निराळे होते. प्रवासी, एअरपोर्ट कर्मचारी, एअरलायन्स आणि सुरक्षा कर्मचारी सर्वच मास्कमध्ये दिसत होते. आधीचे तुलनेत सुरक्षिततेवर जास्त भर होता.

थर्मल स्क्रीनिंग नंतरच प्रवाशांना विमानतळ परिसरात प्रवेश दिल्या गेला. सकाळी 6 वा. सुरू घडामोडी दुपारपर्यंत संपल्या. चारही विमाने दुपारी 1:15 वा. येथून रवानाही झाली. रात्रौ 8 वाजता कोलकाता जाणारे विमान रद्द केले गेले. सुरूवातीस 7 विमानांस मान्यता दिल्या गेली होती, पश्चात पुणे आणि मुंबईचे 1-1 विमान रद्द केले गेले. यामुळे ईतर प्रवाशांना त्रास सोसावा लागला.

9.45 वाजता पहिले उड्डाण: सोमवारी येथे येणारे 4 विमानांत प्रथम दिल्ली येथून एअर इंडिया चे विमान आले व सकाळी 9.45 वाजता दिल्लीला रवाना झाले. 9.45 वाजता बंगळुरूहून दुसरे विमान आले जे 11 वाजता बंगलुरूस परत रवाना झाले. मुंबईहून 10.55 वाजता आलेले विमान 12 वाजता परतले, 11.45 वा. दिल्लीहून आलेले विमान दुपारी 1.15 वा रवाना झाले. चारही विमानांतून 375 प्रवासी आले, तर येथील 221 प्रवासी रवाना झाले. दिल्लीहून सुमारे 50-60 प्रवासी आले आणि तेवढेच येथून गेले. केंद्र सरकारच्या मार्गदर्शक तत्वांनूसार तिचे पालन केले जात बाहेरून येण्या-या सर्व प्रवाश्यांना होम क्वॉरंटाईन केले जात आहे.

 

 

इसके साथ ही सुप्रीम कोर्ट ने बॉम्बे हाई कोर्ट को इंटरनेशनल फ्लाइट्स के अंदर सोशल डिस्टेंसिंग के पालन के लिए अलग आदेश जारी करने को कहा है. गौरतलब है कि केंद्र और एअर इंडिया ने बॉम्बे हाई कोर्ट के आदेश के खिलाफ सुप्रीम कोर्ट में याचिका दाखिल की थी. हाई कोर्ट ने मिडिल सीट की बुकिंग न करने का आदेश दिया था.

हवाई यात्रा के दौरान सोशल डिस्टेंसिंग के पालन को लेकर दाखिल की गई याचिका पर सुप्रीम कोर्ट ने आज अहम फैसला सुनाया. कोर्ट ने कहा कि एअर इंडिया अगले 10 दिनों तक पूर्ण उड़ानें चला सकती है, क्योंकि बुकिंग पहले ही हो चुकी है, लेकिन मिडिल सीटों के लिए बुकिंग 10 दिन की मियाद के बाद नहीं ली जाएगी.

क्या था बॉम्बे हाई कोर्ट का आदेश

गौरतलब है कि बॉम्बे हाईकोर्ट ने एयर इंडिया को अंतरराष्ट्रीय उड़ानों में बीच की सीटें खाली रखने का निर्देश दिया था. इसके अलावा हाईकोर्ट ने एयर इंडिया को डायरेक्टर ऑफ जनरल सिविल एविएशन के ‘सोशल डिस्टेंसिंग’ सर्कुलेशन का पालन करने के लिए भी कहा था, जिसके लिए बीच की सीटों को इंटरनेशनल फ्लाइट्स पर खाली रखने की जरूरत थी.

क्या है सुप्रीम कोर्ट का आदेश

सुप्रीम कोर्ट ने कहा कि एक साथ यात्रा करने वाले परिवारों की योजनाएं बाधित हो गई हैं. जिन परिवार के लोगों के पास मिडिल सीट थीं, उन्हें उतार दिया जाना चाहिए और पीछे छोड़ दिया जाना चाहिए. हमारा विचार है कि एअर इंडिया को 10 दिनों के लिए मीडिल सीट बुकिंग के साथ गैर अनुसूचित उड़ानों को संचालित करने की अनुमति दी जाएगी.

अपने आदेश में सुप्रीम कोर्ट ने कहा कि हम आम तौर पर हाई कोर्ट द्वारा पारित अंतरिम आदेश में हस्तक्षेप करने के इच्छुक नहीं हैं, लेकिन सॉलीसिटर जनरल ने विदेश में फंसे भारतीयों की वजह से पैदा हुई कठिनाई के बारे में बताया है. उन्हें यात्रा के लिए वैध टिकट जारी किए गए हैं. हाई कोर्ट के आदेश से बहुत चिंता और कठिनाइयां पैदा हुई हैं.

 

Nagpur:- A 12-year-old climate activist from Dehradun Ridhima Pandey is launching a nationwide digital campaign to ensure the air stays safe forever as it is now during the lockdown. In September of last year, she was one of 16 children to petition the United Nations about the inaction of governments to combat climate change.

The national lockout has contributed to dramatic air quality changes. Announced on May 21 the findings of the UK-head quartered Nature Climate Change, which confirmed that carbon rates had fallen to 2006 rates. It also brought about a steady dip in the Air Quality Index ( AQI) with an average of around 60 levels. It goes beyond 500, in its worst.

As part of the initiative, Jhatkaa.org released a new video, titled #SaalBhar60, on Saturday. On June 5, World Environment Day, the video calls on people to engage in a national environmental campaign by posting images from their community requesting ‘Clean Air for All.’

A corresponding petition on the platform is requesting the initiation of a Clean Air Boss, who will be solely responsible for reducing air pollution.

The country has 122 non-attainment cities that do not meet the national ambient air quality standards, according to the National Clean Air Program (NCAP). Maharashtra tops the list with 18 state-owned non-attainment towns.

The initiative invites these cities’ citizens to take part in the digital movement demanding ‘Saal Bhar 60.’ “Citizens will be calling on the government to implement practical measures to ensure that air quality in India remains within acceptable, safe limits even after the lockdown has ended,” a press release said.

“It’s felt like all the things my generation has been fighting for over the past two months were gifted to us blue skies, low emissions, clean air. That only implies the probability of an AQI of ‘Saal Bhar 60.’ Our government has to view it as the emergency it is, and have clear deadlines to reduce emission rates. Clean air is a fundamental right to breathe, “Ridhima Pandey says.

Though mentioning that the Covid-19 pandemic has taught us two things, a lung surgeon at New Delhi ‘s Sir Ganga Ram Hospital says, “First, we can have clean air, too. Second, how bad air can affect our health and make us more vulnerable to disease. Harvard and Italian research have shown substantially higher numbers of Covid-19 cases and mortality in areas with high rates of air pollution. High air pollution rates across Indian cities pose a significant threat to our children’s well-being.’

This campaign is sponsored by many environmental organizations across India including Let Me Breathe, Fridays For Future, Let India Breathe, Greenpeace India, Waatavaran Foundation, Help Delhi Breathe, My Right To Breathe, Kolkata Clean Air Forum, Mumbai’s Aarey Conservation Group and the Awaaz Foundation.

Campaign manager at Jhatkaa.org Shikha Kumar says, “We’ve made progress in understanding the severity of the issue as demonstrated by initiatives like NCAP. But for Saal Bhar 60 to become a reality we need clear state-wise planning and implementation.

Nagpur:- Industrial activity is slowly picking up in Vidarbha but due to the migration of their employe’s several units are facing a shortage of skilled labour. With the central government launching daily trains for migrant workers, there is the more trained staff going home.

Madhusudan Rungta, president of the Association of MIDC Industries, Chandrapur, said that only 50% of sponge iron units were working in the city due to a shortage of skilled employees. “The majority of the staff running the furnace and producing steel billets are from outside the state. Most have gone home and would not be in a mood to visit. We ‘re doing our very best to persuade them. The government should be providing them with opportunities to return to work, “he told.

The industrialist further said that as 30% of their workers had left, the textile, construction and power sectors also faced problems. Suresh Rathi, president of the Association of Vidarbha Industries (VIA), said that in the area between 50% and 60% of factories had begun to work. “Export-oriented units (EOUs) all work. And most of us face a shortage of labor. We have replaced unskilled migrant workers with local ones but training local people in skilled jobs would take a long time. We’ve urged the Nagpur collector to train local people in ITIs, polytechnics, and so on to do professional industrial work so this problem won’t arise in the future, “Rathi said.

While the government provided 20% extra working capital without hassles, many industrialists are in a dilemma as to whether to take out loans because they may not receive orders later and would have to repay loans back. “The state government will waive MSEDCL ‘s fixed lockout charges for the time span. We’re going to have to pay the charges for three months at one go and this is a huge problem for us, “Rathi added.

Nitin Lonkar, president of the Butibori Manufacturers’ Association (BMA), said most of the workers in Butibori were locals, but those residing in the district of Wardha were unable to enter the work because inter-district travel was prohibited. “About 75 to 80% of factories have begun operations. Mostly we supply the electricity, mining and cement sectors and therefore we face problems of order, “he added.

Chandrashekhar Shegaonkar, president of the Association of MIDC Industries, Hingna, said that most of the employees were from the district of Nagpur and therefore the shortage of labour was not a major issue. “Other workers can not get travel passes. Industries work at a capacity of 30 to 40%, as there are no fresh orders. We complete orders issued prior to lockdown. The government should send us 50% working capital, as 20% is inadequate, “Shegaonkar said.

Rajkumar Bilala, president of the Association of Akola Industries, said they were not shut down as most of the industries were food processing ones. “We are facing a shortage of labor, however, as workers have returned to Madhya Pradesh,” he said.

Nagpur:- If factories are likely to face a shortage of workers due to the post-lockdown reverse migration, villages are packed with returnees who might start searching for employment in the days ahead.

A large number of people living in villages, especially those living in western Vidarbha, have worked in cities such as Mumbai and Pune. It is estimated that approximately 80,000 have returned to Western Vidarbha districts alone.

They are now contributing to the workforce available in rural areas back home. Farmers have already started preparing for the Kharif season with sowing to start next month.

Farmers and farm activists say that most returnees have no farming experience, even if they own land from their families. “These people may not be very useful as farmhands while their return can affect the villages’ overall economy. Worked in the cities where they used to take home money where their families used to use in agriculture. There’s no source of funds now, “said Wardha’s veteran farm activist Vijay Jawandhia.

The government will account for their lack of wages in the towns, according to Jawandhia. “If the returnees also work in their own fields, MNREGA will cover them and pay salaries,” he said.

Vijay Ingle of Chitalwadi village in Akola said the area had a number of neighboring farmworkers from Madhya Pradesh who are now leaving due to Covid ‘s fear. “The workers are lining up to obtain certificates of fitness and are leaving for their own home state,” he said.

Tiwari said that certain crops are being grown with the assistance of Telangana employees who have returned to their states. “The farmers from Telangana and Andhra Pradesh who took up rented farms in Maharashtra also fled,” he said.
