Employees of the jail leave after Covid’s blast

Nagpur:- Since the outbreak of Covid-19 in Nagpur Central Jail, about 40-45 prison workers have remained ‘absent’ from work for the last few days. The administration is being forced to consider the possibility of approaching police in the near future with a complaint against them. The prison administration has so far attempted to send reminders to the absentee workers to get them back to work.

Sources from Nagpur Central Jail said the administration is facing a shortage of staff as 57 staff are in solitary confinement after positive testing and another 45 are not showing up for work. It’s learned that even after they tested negative, the staffers have kept away from work.

Sources said Nagpur Central Jail has roughly 350 employees, including many serving administrative jobs. Around 1,860 inmates are in jail, including 34 positive corona, at the Covid Care Center in the jail.
SP, Nagpur Central Jail, Anup Kumar Kumre said the absenteeism has caused a huge staff shortage in the prison. “We are running less manpowered jail. First of all, we’ll try to get the workers to return by giving them notices immediately. In the event that no one turns up, action would start, “he said.

“Even after testing negative, I turned up for work and didn’t stay sitting at home. We are servants of government, and can’t act irresponsibly, “he said.

Despite this, the prison authorities and the city police encountered more anxious moments after Monday’s attempted murder inmate, who had tested positive, attempted to flee the Government Medical College and Hospital (GMCH). There was panic among duty cops, jail administration, and also GMCH management after his ward missed the Covid positive prisoner.

A source in Ajni police said they launched a search after the alarm was raised, a few hours after the convict became untraceable. “The prisoner had been discovered in a different room. He had been hiding behind a bathroom, “an Ajni police station official said. “The convict said he’d gone seeking soap. No action was initiated, as he was unable to escape, “the official said.

Sources in the prison also said some of the staffers had a split over the spread of the prison-inside infection. “An unnecessary game of blame has begun among staffers who had entered verbal duels with groundless accusations. After three and a half months of keeping the place safe, some of the staffers blamed some others for the outbreak,’ the source said.

Rs10.85 cr fine recovered at Maha for violations of lockout, 29k arrested

Nagpur:- State-wide citizens have paid Rs10.85 crore in fines for more than 1,45 lakh offenses reported during the lockdown period for infringement of various norms. During this time the police had to arrest 29,607 people under various acts of force.

In the district, traffic police collected Rs1.86 crore fine under CP BK Upadhyay, and detained 6,415 vehicles. Under DCP Vikram Sali, the traffic police reported 1,20 lakh cases during the lockdown for violations of rules.
City police have also been pressing charges on 3,336 people for not wearing masks. A total of 4,882 cases against violators were reported for violation of several lockdown norms.

State home minister Anil Deshmukh, releasing data on Saturday’s state police action, said people disobeyed laws amid repeated appeals and knowledge of the crowd.

“Government had made every effort to emphasize compliance with safety rules, but masses roamed without helmets, gathered in crowds, and carried out other activities that forced police to take stern action,” he said.
Deshmukh said it was a Herculean task for him to keep the morale of cops high with 64 police officers dead and more than 4,000 Covid-19 tests positive (1,040 active). “As a home minister, I moved around, meeting cops at barricades, hospitals, Covid centers, and roads to assure them of our government’s full support. I shared tea with them at the boundaries of the district and also wished them birthdays when they were posted on the highways, “he said.

The home minister stressed that Maharashtra police had made every effort from day one to impose the lockdown. The 64 Covid-19 staff members who died included four officers. Cops have also faced 292 assaults in which 86 have been wounded.

With the lockout causing economic hardship, senior police officers seemed bemused that people took the rules lightly and preferred paying fines while not paying heed to police and other agencies’ calls to ‘keep home.’
Upadhyay said the police action in Maharashtra as a whole has been exemplary in every aspect, from policing to awareness-raising and helping migrants.

“Police created social media awareness and held one-to-one interactions through different programmes. From CP to constables, all tried to warn people not to violate lockdown rules, as it posed a threat to spread the disease in society, “the CP said.

Nagpur police have also checked 60,136 vehicles in the city throughout nakabandis. Around 737 cases of illegal possession and liquor ferrying were registered, and confiscated materials worth more than Rs1.51 crore.
Upadhyay said that while managing duties such as stepping up surveillance and tightening security around containment zones and Covid hospitals, police have to take those actions.

“We had to implement lockdowns and also counter crimes through vigorous drives such as ‘Operation Shutdown Phase II’ and ‘Operation Hands off’ focusing on goons. During the bandobast three constables and one officer were contaminated but the behavior persisted, “he said.

Central jail cases quickest to 100 from city areas

Nagpur:- One male prisoner, two female guards and four members of the Nagpur central prison staff screened Covid-19 on Saturday as positive. The total grew to 106 in five days.

According to the records of Nagpur Municipal Corporation, cases connected to the prison are the fastest of the first 100. This took Mominpura, Satranjipura, and Naik Talao Bangladesh the ones with more than 100 cases more days.

The civic body is vigorously monitoring communications and quarantining prison quarters residents in Ajni. The field also remains to be barricaded into a containment zone.

State minister Anil Deshmukh and additional DG (prison) Sunil Ramanand were at the Central Jail on Saturday, with the jail under the jurisdiction of the home ministry. Deshmukh said ‘Covid distancing’ has been maintained in the prison which has 1,750 inmates against 1,800 capacities.

43 inmates, seven prisoners, 47 guards, eight staff family members and one prison woman doctor screened positively until this report was submitted since the first case came to the fore on June 30. While a day ago 48 people were taken to the institutional quarantine centre, on Saturday 13 were sent out.

It is reliably known that the ‘super spreader’ may have been the first prison guard who tested positive. His son came back from Mumbai, and was with him at home. This guard later went into jail with 103 others for a 15-day lockout period. He reported symptoms on the 14th day, and subsequently tested positive with his wife.

Around 20 positive inmates were transferred to the government medical college and hospital (GMCH) on Saturday, and another 21 were transferred to the Indira Gandhi government medical college and hospital (IGGMCH). Around 17 asymptomatic patients were sent back to prison for treatment at their respective barracks in accordance with the new guidelines of the Government.

The prisoners have called for proper care through a hunger strike. It has contributed to the current decision to move them to approved Covid hospitals where prison personnel and members of their families are already recovering.

“Out of nearly 37,000 inmates in different jails across the state, the prison system has now released 11,000 sub-trials booked for offences with imprisonment of less than seven years , despite the court orders. It was done to keep Covid in every prison, including Nagpur, distancing him. We ‘re trying to get more bails, or paroles of emergency, “Deshmukh said.

The state home minister, who met with prisoners and prison personnel to learn their concerns, said that after positive tests, 41 prisoners and 56 personnel are now recovering at various Covid centers. “Nine state prisons were in lockdown mode. There are a variety of ways it can spread the infection, “Deshmukh said.

The minister added that 414 prisoners tested positive across different state prisons and 281 have recovered. Similarly, Deshmukh also confirmed that in the state 162 prison personnel were contaminated but 90 were discharged already.

The prison administration has told Deshmukh that a team of five doctors is in place to treat the prisoners round the clock. As well, the home minister inspected the food and other facilities.

Ramanand stated that 37 temporary prisons for screening and testing newcomers were opened in 27 districts of the state. 2,665 newcomers to the jail were accommodated in such temporary arrangements before taking them inside the prison premises.

AIIMS brings innovative tools to save patients with SARI

Nagpur:- The All India Medical Sciences Institute (AIIMS), Nagpur, has procured the Biofire FilmArray Torch, a state-of-the-art multiplex assay that detects 22 respiratory pathogens responsible for causing severe acute respiratory disease (SARI).

Around 30% of cases with SARI were reported in the Covid-19 pandemic. Currently this equipment is available in the entire state only at AIIMS, Nagpur. Dr Meena Mishra, professor and head of the AIIMS department of microbiology, told that the new addition could be a life-saver for patients with SARI testing Covid-19 negative.

“Some SARI patients are testing Covid-19 negative, but they are still dying as they do not respond to the standard protocol provided medicines or antibiotics. This device can detect 22 respiratory pathogens, including viruses and bacteria. It also detects whether the bacteria which caused SARI have established antibiotic resistance.

In short, doctors could prescribe the right medicines for the SARI patient, and save his life, “she said.
Also pathogens responsible for SARI in Vidarbha and Maharashtra will be detected over the long term through this device. This will help physicians understand the prevalence of bacteria and viruses in this geographic area and determine the treatment line for patients.

“We are grateful to Nagpur Divisional Commissioner Dr. Sanjeev Kumar and Amravati Divisional Commissar Piyush Singh. Both contributed to this equipment from the Vidarbha Covid-19 Relief Fund, “said AIIMS Director, Nagpur, Maj Gen Dr Vibha Dutta, who was instrumental in procurement of the equipment.

The test sample for BioFire assay is a Nasopharyngeal swab collected in VTM (Viral Transport Media) that is the same as the test sample collected for Covid-19 testing, and reports may be available in less than an hour.
Dr. Sanjay Mukherjee, Secretary of Medical Education, and Dr. T P Lahane, Director, DMER, agreed to work with AIIMS, Nagpur to test cases of SARI.

“This collaborative work will be a boon for the Vidarbha and Maharashtra people and a ray of hope in the diagnostic arena,” Dr Dutta said. AIIMS’s microbiology department, Nagpur, is already doing Covid-19 research, and more than 12,000 samples had been tested to date. As part of mentoring, the department also imparted Covid-19 research instruction to about 25 institutes.

“With the new addition, we are ready to venture into respiratory panel testing for SARI cases, ” said Dr Mishra.

NU universities to provide CSR funds for disadvantaged students

Nagpur:- In a move that would put smiles on poor students’ faces, Nagpur University agreed on Thursday to set up a fund for ‘School, Students Responsibility (CSR)’ at every class.

The received money will be used to support disadvantaged students who sometimes can not afford to pay college or test fees. The system, however, would be completely voluntary for colleges and also for students, administrators and non-teachers, from which funds would be raised.

The NU Board of Management approved the formation of this specific fund at its meeting. A ability enhancement system has also been approved for students which will be taught by NU teachers. It was decided to increase the remuneration of both PhD examiners and interviewees to Rs2,000 each, which was a demand that was long pending. On Friday the conference will be continuing.

The CSR scheme is a brainchild of Vice Chancellor (acting) Murlidhar Chandekar, who put the idea together with various other schemes for the welfare of the students in the meeting. All those were cleared unanimously by the leaders, though appreciating the initiative of the VC.

“The scheme would help poor rural students, particularly farmers’ children, who cannot afford to pay even examination fees, library fees and other fees. Such students frequently take a drop or leave the education halfway through. The funds will come handy for schools to support these needy students, “said senior member Rajesh Bhoyar, while clarifying that students who have failed would not be considered for this scheme.

Explaining the system, Vishnu Changde said that all colleges would have separate CSR accounts in banks of their choosing. “The principal, teaching and non-teaching staff, and even members of the alumni association, may contribute directly to that account. They can start with Rs50 or 100, which is a negligible amount per month. All this would be fully voluntary for all stakeholders and NU would have no part to play in it, “he said, adding that the aim was to send a message to society that their students are being cared for by teaching and non-teaching staff.

Any admissions to UG online this year

One of the significant decisions taken during the meeting was to withdraw the plan for online admissions to undergraduate level. Earlier pro-VC (acting) SR Choudhari had informed that UG admissions would be conducted online this year as would postgraduate admissions. But members have taken strong offense, stating that these decisions can not be taken arbitrarily without getting the approval of colleges and without being addressed in the legislative authorities. The NU administration then explained that only college level admissions will be performed at UG.
