महत्वाकांक्षी हिंदूहृदयसम्राट बालासाहेब ठाकरे समृद्धि महामार्ग, (नागपुर-शिरडी) को यातायात के लिए खोले जाने के कारण लगभग प्रतिदिन दुर्घटनाएं होती रही हैं। जब संबंधित अधिकारियों ने कारणों की पहचान करने की कोशिश की, तो उन्होंने पाया कि ज्यादातर दुर्घटनाएं वाहनों के टायर फटने के कारण हो रही हैं. इस पृष्ठभूमि में, अधिकारियों ने समृद्धि महामार्ग में टायर चेकिंग गतिविधि शुरू कर दी है। यह गतिविधि नियमित आधार पर आयोजित की जाएगी, जिसके लिए नागपुर और शिरडी में टोल प्लाजा के पास टायर चेकिंग सेंटर संचालित होंगे।

सिएट लिमिटेड के सहयोग से सड़क परिवहन विभाग और महाराष्ट्र राज्य सड़क विकास निगम (MSRDC) ने बुधवार को इस गतिविधि का संचालन किया। महामार्ग पर यात्रा करते समय वाहनों के टायरों की गुणवत्ता जानना आवश्यक था। टायरों की गुणवत्ता के साथ-साथ वाहन उपयोगकर्ताओं को यह भी देखना चाहिए कि वे वाहन की गति का मिलान कर सकते हैं या नहीं। यानी एक्सप्रेसवे पर सुरक्षित ड्राइव करने के लिए उनकी क्वालिटी, स्पीड रेटिंग और कंडीशन भी अहम है. केंद्रों पर वाहन चालकों को टायरों में नाइट्रोजन के विकल्प, उचित वायु दाब और टायरों की गुणवत्ता के बारे में जागरूक किया जाता है। महामर्ग स्थित केंद्र के संचालक एक्सप्रेस-वे पर चलने वाले वाहनों के टायर के वॉल्व पिन की जांच करेंगे.

सेंटर पर टायर वियर चेक मशीन लगाई गई है। केंद्र में चरण 1, चरण 2, चरण 3 के नाम वाली तीन मशीनें स्थापित हैं। चरण 1 मशीन वाहन की गति रेटिंग की जांच करती है। चरण 2 टायर की टूट-फूट की जाँच करता है। मशीन इंगित करती है कि टायर को कब बदलने की आवश्यकता है। जब टायर के ट्रेड पैटर्न की सतह ट्रेड वियर इंडिकेटर के लेवल में हो, तो टायर बदलने/बदलने का समय आ गया है। ट्रेड वियर चेक हर दो से चार महीने में किया जाना चाहिए। हालांकि, लंबी यात्रा पर जाने से पहले वाहन उपयोगकर्ताओं के लिए टायर की जांच करना आवश्यक है। चरण 3 टायर के वायु दाब को दिखाता है जो टायर में सही मुद्रास्फीति का मार्गदर्शन करता है। दोनों आरटीओ अधिकारी आरटी गीते, रवींद्र भुयार के अनुसार समृद्धि महामार्ग की नकारात्मक तस्वीर नहीं खींचनी चाहिए। ऐसे कई कारण जुड़े हुए हैं जिनकी वजह से दुर्घटनाएँ हुईं। उन दोनों को विश्वास था कि समृद्धि महामार्ग पर टायर चेकिंग सेंटर दुर्घटनाओं को रोकेगा।

समृद्धी महामार्ग किंवा नागपूर-मुंबई द्रुतगती महामार्गावर गेल्या वर्षी डिसेंबरमध्ये सुरू झाल्यापासून चार महिन्यांत २५३ रस्ते अपघात झाले आहेत ज्यात २८ जणांना जीव गमवावा लागला आहे. नवीनतम बळी नेहा चौहान या 41 वर्षीय हरियाणाच्या महिला पोलीस निरीक्षक होत्या, 29 एप्रिल रोजी त्यांची टीम मराठवाडा विभागातील परभणी येथून परत येत असताना त्यांची मृत्यू झाला. वर्धा जिल्ह्यात ही दुर्घटना घडली. महाराष्ट्रातील अतिरिक्त महासंचालक (ADG) वाहतूक कार्यालयाने ही माहिती शहर-आधारित माहिती अधिकार कार्यकर्ते अजय बोस यांना दिली.

अपघात कमी करण्यासाठी उपाययोजना

अपघातांच्या उच्च दराला प्रतिसाद म्हणून, प्रादेशिक परिवहन कार्यालयाने (आरटीओ) अपघात कमी करण्यासाठी अतिरिक्त उपाययोजना राबविण्याची योजना जाहीर केली आहे.

आरटीओ अधिकाऱ्याने सांगितले की, “अलिकडच्या आठवड्यात झालेल्या अपघातांच्या घटनांनंतर आम्ही चुकीच्या वाहनचालकांवर मागील महिन्यात कारवाई सुरू केली आहे आणि नियमांचे उल्लंघन केल्याबद्दल सुमारे 1000 वाहनचालकांना दंड ठोठावण्यात आला आहे.” सुमारे 550 वाहनांचे टायर जीर्ण झाल्याचे त्यांनी सांगितले.

सूत्रांनी दिलेल्या माहितीनुसार, श्रीरामपूर परिसरात ताशी 120 किमीची वेग मर्यादा ओलांडली गेली होती, जिथे सुमारे 30 चालक ओव्हरस्पीडिंग करताना पकडले गेले. वेगमर्यादेचे उल्लंघन करणाऱ्या नागपूरमध्ये २५ तर औरंगाबादमध्ये १५ वाहनचालक पकडले गेले.

मुंबई नागपूर द्रुतगती महामार्ग बांधत असलेल्या महाराष्ट्र राज्य रस्ते विकास महामंडळाने (एमएसआरडीसी) राज्य परिवहन विभाग आणि महामार्ग पेट्रोलिंग पोलिसांना इंटरसेप्टर वाहने देण्याचा निर्णय घेतला आहे, कारण एका महिन्यापेक्षा कमी कालावधीत द्रुतगती मार्गावर किमान 40 अपघात झाले आहेत. अपघात, सात जणांचा मृत्यू आणि 35 हून अधिक जखमी.
एका प्रस्सिद्ध वाहिनी बोलताना MSRDC चे व्यवस्थापकीय संचालक राधेश्याम मोपलवार म्हणाले, “आम्ही राज्य परिवहन आयुक्त आणि त्यांच्या अधिकाऱ्यांसोबत बैठका घेतल्या आणि अनेक उपाय योजले आहेत. आम्ही त्यांना स्पीड गन आणि दहा इंटरसेप्टर वाहने देऊ. आम्ही 15 इंटरसेप्टर देखील देऊ. महामार्ग पोलिसांकडे वाहने.” मोपलवार यांनी खुलासा केला की प्रवासी वाहनांएवढी जड वाहनांची समस्या नाही – नंतरचे, ते म्हणाले, 120 kmph च्या वेग मर्यादेपेक्षाही जास्त. परिवहन आयुक्त विवेक भीमनवार म्हणाले की, त्यांचा विभाग ओव्हरस्पीडिंग, सीटबेल्ट न लावता गाडी चालवणाऱ्या आणि गाडी चालवताना सेलफोनवर बोलणाऱ्यांवर कारवाई करेल. या नियमित क्रियाकलापांमध्ये एक मनोरंजक जोड म्हणून, विभाग टोल नाक्यावर अशा ठिकाणांचा शोध घेत आहे जिथे अतिवेगाने चालणाऱ्या वाहनचालकांचे समुपदेशन केले जाईल.
