JICA extends INR 1,864 Crore’s ODA Loan for the Nag River Pollution Abatement Project in Nagpur

JICA is committed to improving the water quality of the Nag River Japan International Cooperation Agency (JICA) signed an agreement with the Government of India to provide an Official Development Assistance (ODA) loan of 29,082 million Japanese Yen (approximately INR 1,864 Crore) for the Nag River Pollution Reduction Project.

The project aims to improve water quality by reducing contamination of the Nag River and Pili River in Nagpur, Maharashtra, by establishing suitable sewerage systems in associated river basins, thereby contributing to the improvement of the urban environment.

Dr. C.S. Mohapatra, Additional Secretary, Department of Economic Affairs, Ministry of Finance and Mr. Katsuo Matsumoto, Chief Representative, JICA India have signed the ODA loan agreement.

Speaking on the occasion, JICA India Chief Delegate, Mr. Katsuo Matsumoto said, “The Project is aligned with 2014 announced ‘Clean India Plan: Swachh Bharat Plan’ and ‘Atal Mission for Rejuvenation and Urban Transformation.’ The project will tackle serious issues facing Nagpur people in Maharashtra regarding water supply and sewerage systems in addition to improving the urban climate, as outlined in the “Three Year Plan for Action 2017-2018 to 2019-20” by NITI Aayog. We believe the project will not only enhance water and sewerage services in the area but will also help improve the quality of life, thereby fostering regional growth. “Nagpur Area is rapidly growing and urbanizing with a population of 2.5 million people. The region concerned is heavily contaminated as a result of the polluted rivers, which has adverse effects on the living environment of people residing in river basins in north and central areas.

This project will lead to the substantial improvement of the water quality of Nag River and Pili River, thereby leading to the improvement of poverty and urban environmental issues, which is not only aligned with the urban development policies of the Government of India but also in line with the Country Assistance Policy for India of Japan (March 2016). In addition, the project is deemed to contribute to Goal 6 of the Sustainable Development Goals, namely “Ensuring accessibility and sustainable water and sanitation management for all” and JICA’s need to support the implementation of this project is strong.

National River Conservation Directorate (NRCD), Jal Shakti Ministry, Government of India will be the executing agency for the implementation period of the project including overall project management, monitoring and reporting.

Japan’s help to India’s water and sanitation sector consists of ODA loans of over 722 billion Japanese Yen (around INR 48,000 Crore) for various projects in Maharashtra, Assam, Odisha, Goa, Rajasthan, Delhi, Uttar Pradesh, Haryana, Tamil Nadu, Kerala and Karnataka among other states.

NMC warns private hospitals that patients should be told | COVID-19

Nagpur: Taking serious knowledge of recent cases, the Nagpur Municipal Corporation (NMC) issued instructions on Tuesday to all private hospitals, radiology centers and pathology laboratories to provide information on pneumonia patients, severe acute respiratory diseases and high-risk patients immediately after admission, and to ensure that they are treated with all safety guidelines. The civic body has reportedly begun to obtain information from private medical services.

NMC Associate Medical Officer (Health) Dr. Praveen Gantawar told “Guidelines were needed to control Covid-19. Two patients were tested in two centres and one of them was admitted to the Janata Hospital. Later, these patients were tested positive. We had to seal Janata Hospital, Dhande’s Panorama MRI Center and Rainbow Medinova Diagnostic Centre. “Gantawar added,” We also had to quarantine a large number of doctors and related staff. Such instances and the spread of Covid-19 can be avoided if we get information in advance. We’re going to send our team of doctors and get these patients tested in the early stages. “Private hospitals and centres had begun to provide the information, he added.

The North Nagpur doctor informed NMC that a group of eight persons from Minimata Nagar Slum had returned from Lucknow the previous day and one of them had contacted him complaining of dry cough.

“Despite the sealing of borders, the group managed to enter the city, misusing a truck loaded with vegetables. One of them visited my clinic on Tuesday, complaining about the cough. I warned the NMC to check it out, “said the doctor.

The NMC team immediately attended the person and directed all eight people to observe quarantine at home. The NMC has yet to decide whether to grant approval for the restart of the Janata Hospital and the two diagnostic centres.

Gantawar said, “30 staff members of the Janata Hospital — doctors, nurses, pathologists, etc .— are transferred to the MLA Hostel for quarantine. Around seven staff from the two diagnostic centres were also sent to the MLA Hostel. One of the two patients was also admitted to GMCH after the Janata Hospital.” “GMCH has therefore begun to quarantine the doctors who examined and treated him. GMCH sent nurses and quarantine boys to the MLA Hostel. They’re all doing well and don’t have any symptoms, “he said.

Mayo Hospital and GMCH reported that all patients, excluding two patients from Buldana, were negative.

The NMC continued its door-to-door containment drive through the city. Driving is also taking place in a housing company located in front of Gandhisagar in central Nagpur, where one of the apartment owners tested positive a day ago.

NMC warns of action against closed hospitals,labs

Nagpur: Municipal commissioner Tukaram Mundhe has cautioned against action against private medical services that are shut down without any specific purpose during the lockdown. He made it compulsory for all private clinics, hospitals, laboratories, and drug stores to stay open so that people access treatment in their respective areas and there is no rush at certain centers.

Mundhe provided notice of action against closed medical services under the related parts of the Infectious Diseases Act 1897 and the Indian Penal Code on Sunday.”It is very important for private health facilities to remain available, including hospitals, clinics, medical shops, radiology centers, pathology laboratories, etc.

Nagpur Municipal Corporation (NMC) has received reports from individuals that some private medical shops have been closed after being locked down. This will cause people serious difficulty in accessing medical services. Private medical service should therefore not remain closed for no genuine reason, “he said.

Some hospitals, drug shops, pathology laboratories had remained shut down in the last few days. Throughout lockout, this meant people had to move to other places and also be part of the crowd where these facilities are available.

Dr. Vinky Rughwani, vice-president of the Maharashtra Medical Council (MMA), said, “MMC recently allowed medical practitioners to have phone consultations. It does not mean clinics /OPDs will be closed. Citizens are in danger because of the Covid-19 situation and need prescriptions in case of symptoms such as fever, cold, etc. All should also keep services running, “he said. Also, the Indian Medical Association (IMA) clarified that it did not ask its members to stop practicing or close clinics.

“A detailed letter of appeal with instructions was sent to all IMA leaders in the state on 23 and 24 March for the continued provision of medical services. They will diagnose and treat emergency patients outside of Covid-19, “said Dr Avinash Bhondve, president of the IMA state.

As per guidelines, physicians should not allow more than four patients in the waiting room, should provide all patients with liquid soap sanitizer, make them aware of handwashing techniques, and ask them to wear masks and encourage them to stay at home.

IMA also said, “On the first day of the lockout, police had obstructed staff from several clinics. In several cases, our doctors and nurses were beaten up even before they presented their identity cards.

Their families were frightened when they went home, which discouraged them from going to work. The services were affected because there was no staff available to issue case papers, assist physicians, give medications, and clean up, “Bhondve said.

Doctors often see a lack of N-95 masks and personal protective equipment (PPE) to be used during a patient’s test and therefore feel vulnerable and unprotected.

“A lot of doctors think about the shortage of PPE. Many use plain masks of fabric or surgical masks that can be disposed of. Some had to keep their clinic closed so as to avoid the risk of catching and spreading the infection, “a leading Nagpur private practitioner said.

“We would like to take up some evidence and the ground realities that doctors in the state face,”said Nagpur IMA president Dr.Kush Jhunjhunwala.

Coronavirus lockdown: Garbage generation decreases by 25%

NAGPUR: The lockdown due to coronavirus scare has drastically reduced the waste generation of the area. About 1,185.23 metric ton of garbage generation per day, the city generates almost 300MT less garbage post lockdown.

The data compiled by the solid waste management department of Nagpur Municipal Corporation show that the city generates about 894MT of garbage every day after March 15, compared with 1,185MT the day before that, stated a senior Bhandewadi dumping yard official.

AG Enviro eliminates door-to-door garbage from zone 1 to 5 including Laxmi Nagar, Dharampeth, Hanuman Nagar, Dhantoli and Nehru Nagar, while BVG India collects waste from the Gandhibagh, Satranjipura, Lakadganj, Ashi Nagar and Mangalwari districts.

All the garbage generated from the city is transported to the Bhandewadi dumping yard, where NMC owns approximately 77 acres of land, 52 acres of which are used for the dumping of garbage, while 25 acres are used for the treatment of waste. The dumping areas are already full to their potential.

“Post coronavirus alert, all 10 zones have seen a dramatic drop in household garbage. The Nehru Nagar district has seen a sharp decline in the collection of garbage. Against 134.89MT of garbage per day, the residents of this southern Nagpur locality are now producing about 43.37MT of waste per day, “the data revealed. This was followed by the Mangalwari sector. It has also experienced a decrease in the collection of door-to-door garbage. Against the annual collection of around 107.20MT, the private agency collects just 67.20MT of waste per day, the officer explained.

Even areas with commercial areas have also seen a decline in the disposal of garbage. The Gandhibagh district, which has the majority of commercial establishments, now generates almost 35.98MT less waste per day, down from 131.22MT per day earlier.

The official attributed the lesser generation of garbage to the lockout. “With all business hubs closed, the production of garbage from commercial markets like Itwari, Sadar, Gaddigodam, Jaripatka, etc. has been zero. We’re just going to get garbage from household residents now, “the official said.

The environmental specialist and founder of the Green Vigil Foundation Kaustav Chatterjee said: “Humans are the only waste producers. We’re in the quarantine, stores are closed, work has stopped. Therefore, the garbage generated is an only domestic waste.

मच्छर वाढले; फवारणी करण्याचे महापौरांचे आदेश

शहरात मागील काही दिवसात मच्छरांचा प्रादुर्भाव वाढला असून तातडीने सर्व झोन कार्यालयांनी त्यांच्या कार्यक्षेत्र परिसरात फवारणी (फॉगिंग) करावी, असे निर्देश महापौर संदीप जोशी यांनी उपायुक्त तथा आरोग्य अधिकारी (स्वच्छता) डॉ. प्रदीप दासरवार यांना दिले आहेत.

शहरात ‘कोरोना’चा प्रसार वाढत असतानाच संपूर्ण आरोग्य यंत्रणा त्याचा प्रसार रोखण्यासाठी झटत आहे. याच दरम्यान शहरात मच्छरांचाही प्रादुर्भाव वाढत असून यामुळे मलेरिया आणि इतर रोगांची शक्यताही बळावली आहे. ‘कोरोना’चे संकट डोक्यावर असतानाच अधेमध्ये बरसणाऱ्या पावसामुळे ठिकठिकाणी डबकी साचतात. यामुळे मच्छरांची संख्या वाढते आहे. धंतोली, रामदासपेठ या भागात सर्वाधिक रुग्णालये आहेत. या भागालाही वाढत्या मच्छरांचा त्रास सतावित आहे. भांडेवाडी परिसरात डम्पिंग यार्ड असल्याने दुर्गंधीसोबतच मच्छरांचाही त्रास नागरिक सहन करीत आहे. शहरातील उच्चभ्रू वस्त्यांसोबतच झोपडपट्टी परिसरातही हा त्रास वाढला आहे. नागरिकांच्या तक्रारींची दखल घेत बहुतांश नगरसेवकांनी त्यांच्या प्रभागामध्ये फवारणीसाठी मलेरिया-फायलेरिया विभागाकडे फॉगिंग मशीनची मागणी केली. मात्र, पेट्रोल-डिझेल नसल्याचे कारण पुढे करून विभागाने फॉगिंग मशीन देण्यास नकार दिला, ही गंभीर बाब असल्याचे सांगत संपूर्ण झोन कार्यालयांतर्गत येणाऱ्या परिसरात, मच्छरांच्या उत्पत्ती स्थानांवर औषध फवारणी करण्याचे निर्देश महापौर संदीप जोशी यांनी आरोग्य विभाग (स्वच्छता) तसेच मलेरिया-फायलेरिया विभाग आणि झोन कार्यालयांना दिले आहेत.

आता संपूर्ण नागपुरात होणार ‘कोरोना’ सर्व्हे

मनपाचे पाऊल : नागरिकांना सहकार्य करण्याचे आवाहन

नागपूर, ता. २४ : नागपुरातील कोरोनाबाधित रुग्णांच्या निवासापासून तीन किलोमीटर परिसरात सर्व्हेची घोषणा केल्यानंतर लक्ष्मीनगर आणि धरमपेठ झोनअंतर्ग़त येणाऱ्या सुमारे ५० हजार कुटुंबातील दोन लाख लोकांपर्यंत मनपाच्या आरोग्य विभागाची चमू पोहोचली. आता या दोन झोन व्यतिरिक्त संपूर्ण नागपूर शहरात असा सर्व्हे होणार असून यासाठी नागरिकांनी सहकार्य करण्याचे आवाहन नागपूर महानगरपालिका आरोग्य विभागाच्या वतीने करण्यात आले आहे.

नागपूर महानगरपालिकेचे आयुक्त तुकाराम मुंढे यांच्या आदेशानुसार उर्वरीत आठ झोनमध्येही हा सर्व्हे करण्यात येणार आहे. ‘कोरोना’विषयक जनजागृती आणि शहरातील आरोग्याची माहिती अशा दुहेरी हेतूने हे सर्व्हेक्षण करण्यात येणार आहे. यासंदर्भात माहिती देताना सहायक वैद्यकीय आरोग्य अधिकारी डॉ. प्रवीण गंटावर म्हणाले, या संपूर्ण सर्व्हेक्षणादरम्यान संपूर्ण नागरिकांची माहिती घेण्यात येणार आहे. आरोग्यविषयक प्रश्न विचारण्यात येणार आहे. नागरिकांनी विचारलेल्या प्रश्नांची उत्तरे द्यावी. आपल्या घरापर्यंत येणाऱ्या प्रत्येक कर्मचाऱ्यांकडे ओळखपत्र राहणार आहेत. त्यामुळे त्यांना सहकार्य करण्याचे आवाहन डॉ. गंटावार यांनी केले आहे.

नागरिकांकडून माहिती घेतल्यानंतर, ज्या कोणाला आरोग्याचा काही त्रास जाणवत असेल त्यांनी अथवा त्यांच्या कुटुंबीयांना मनपाच्या नियंत्रण कक्षात फोन करून याबाबत माहिती द्यायची आहे. कुणालाही दवाखान्यापर्यंत जाण्याची गरज नाही. नागरिकांनी माहिती दिल्यानंतर डॉक्टरांची चमू संबंधित घरापर्यंत जाईल आणि तेथे उपचार देईल. त्यामुळे नागरिकांनी प्रशासनानचे पुढील आदेश येईपर्यंत घराबाहेर पडण्याची गरज नाही, असे आवाहनही त्यांनी केले आहे.

आता मनपामध्ये हात धुतल्यानंतरच प्रवेश

‘कोरोना’वर मात करण्यासाठी सर्व स्तरातून प्रयत्न केले जात आहेत. ‘कोरोना’चा प्रादुर्भाव रोखण्यासाठी सुरक्षेच्या दृष्टीने आता नागपूर महानगरपालिकेमध्ये हात धुतल्यानंतरच प्रवेश करता येणार आहे. छत्रपती शिवाजी महाराज नवीन प्रशासकीय इमारतीपुढे हात धुण्याची व्यवस्था करण्यात आली आहे. मंगळवारी (ता.२४) मनपा आयुक्त तुकाराम मुंढे यांनी स्वतः प्रवेशद्वारावर हात धुवूनच कार्यालयात प्रवेश केला.
स्वच्छता हाच ‘कोरोना’पासून बचावाचा उत्तम उपाय आहे. प्रत्येकाने कोणत्याही व्यक्ती अथवा वस्तूंच्या संपर्कात आल्यास हात धुणे अत्यावश्यक आहे. मनपामध्ये येणा-या अधिकारी, कर्मचारी तसेच सामान्य नागरिकांच्या सुरक्षेच्या दृष्टीने व त्यांनाही सवय लागावी या हेतूने प्रशासकीय इमारतीच्या प्रवेशद्वाराजवळ हात धुण्याची व्यवस्था करण्यात आली आहे. येथे हॅण्डवॉश किंवा साबणाने हात स्वच्छ धुवूनच कार्यालयात प्रवेश करावे, असे आवाहन मनपा आयुक्त तुकाराम मुंढे यांनी केले आहे.

 

रस्त्यांवरील बांधकाम साहित्य तातडीने उचलण्याचे आदेश

‘कोरोना’वर प्रतिबंधासाठी विनाकारण रस्त्यावर न फिरण्याचे आदेश निघाल्यानंतर तीन दिवसांपासून नागपूर शहरात अघोषित संचारबंदी आहे. त्यातल्या त्यात आता मुख्यमंत्र्यांनी संचारबंदी लागू केले. यामुळे नागपूर शहरातील रस्ते ओस पडले आहेत. या ओस रस्त्यांवर आता नागरिकांनी टाकलेले बांधकाम साहित्य स्पष्टपणे दिसू लागले आहे. हे साहित्य तातडीने उचलण्याचे आदेश मनपा आयुक्त तुकाराम मुंढे यांनी दिले आहे.

त्याच अनुषंगाने मनपाच्या लोककर्म विभागाचे अधीक्षक अभियंता मनोज तालेवार यांनी लक्ष्मीनगर, धरमपेठ, हनुमाननगर, धंतोली आणि मंगळवारी झोनच्या संबंधित अधिकाऱ्यांना तसे आदेश निर्गमित केले आहे. संचारबंदी काळात ठिकठिकाणी रस्त्यांच्या बाजूला पडलेले बांधकाम साहित्य उचलण्यात यावे आणि ज्या परिसरात किंवा भागांत घाण आहे, जेथून मच्छरांची उत्पत्ती होते, अशा ठिकाणी हे साहित्य टाकण्याचे निर्देशही त्यांनी दिले आहेत.

आपली बस’सह व्यावसायिक वाहतूक करणाऱ्या वाहनांवर आजपासून निर्बंध

‘कोरोना’चा अधिक ताकदीने प्रतिबंध करण्याच्या दृष्टीने नागपूर महानगरपालिकेचे आयुक्त तुकाराम मुंढे यांनी रविवारी (ता. २२) पुन्हा एक नवा आदेश काढला आहे. या आदेशानुसार आता सोमवार २३ तारखेपासून सर्व व्यवासायिक वाहतूक करणारी वाहने नागपूर शहर सीमेत पुढील आदेशापर्यंत बंद राहणार आहेत.

कोरोना विषाणूमुळे उद्‌भवणाऱ्या संसर्गजन्य रोगाचा प्रतिबंध व नियंत्रण यासाठी महाराष्ट्र कोव्हीड-१९ उपाययोजना नियम २०२० यातील नियम ३ नुसार आयुक्तांनी सदर आदेश निर्गमित केले आहेत.

या आदेशानुसार आता नागपूर शहरातील अत्यावश्यक सेवा देणारी वाहने व जीवनावश्यक वस्तूंची वाहतूक करणाऱ्या वाहनांच्या सेवा वगळून इतर सर्व प्रकारच्या व्यावसायिक वाहतूक करणाऱ्या वाहनांच्या वाहतुकीस नागपूर शहर सीमेत पुढील आदेशापर्यंत निर्बंध घालण्यात आले आहेत. यामध्ये नागपूर महानगरपालिकेच्या शहर बस सह ऑटो, ओला, उबेर व अन्य कंपन्यांच्या टॅक्सी, खासगी ट्रॅव्हल्स आदींचा समावेश आहे.
