Nagpur updates:- नागपूर महानगरपालिकेच्या क्षेत्रीय परिसरातील निर्धारित क्षेत्राबाहेरील ४० बाजारांवर शनिवारी (ता.१) सकाळी ७ वाजतापासून दिवसभर कारवाई करण्यात आली. मनपा क्षेत्राबाहेरील कारवाई करण्यासंदर्भात आयुक्त तुकाराम मुंढे यांनी आदेश जारी केले होते. त्यानुसार शनिवारी (ता.१) सर्व झोनचे सहायक आयुक्त, अतिक्रमण विभाग, उपद्रव शोध पथक, स्वच्छता विभाग, लोककर्म विभाग, सर्व झोनचे बाजार विभाग व सहाय्यक अधीक्षक यांच्या मार्फत संयुक्तरित्या ही कारवाई करण्यात आली.

शहरात अनेक ठिकाणी दररोज किंवा आठवडी बाजार भरतात. मात्र मनपाने निर्धारित केलेल्या परिसराव्यतिरिक्त रस्त्यावर भाजी विक्रेते किंवा इतर अनधिकृतपणे व्यवसाय करणा-यांमुळे वाहतुकीला अडथळा निर्माण होतो. याशिवाय नागरिकांनाही अनेक अडचणीचा सामना करावा लागतो. यासंबंधी महापौर संदीप जोशी यांच्या ‘वॉक अँड टॉक विथ मेयर’ उपक्रम, तक्रार निवारण शिबिर, जनता दरबारमध्ये अनेक तक्रारी मांडण्यात आल्या.

यावर गांभीर्याने दखल घेत महापौरांनी अतिक्रमणासंदर्भात ज्येष्ठ नगरसेवक दयाशंकर तिवारी यांच्या अध्यक्षतेत समिती गठीत केली होती. समितीद्वारे वेळोवेळी बैठक घेउन चर्चा करून प्रशासनाकडून पाठपुरावा करण्यात आला. त्यानंतर अतिक्रमण निर्मूलनासंदर्भात काही नियम निर्धारित करून ते सभागृहापुढे सादर केले होते. सभागृहामध्ये सादर करण्यात आलेल्या नियमांना मंजुरी प्रदान करण्यात आली. त्यानुसार शहरातील अतिक्रमण हटविण्याबाबत महापौर संदीप जोशी यांनी निर्देश दिले होते.

अतिक्रमणसंदर्भात सभागृहामध्ये मंजुरी मिळाल्यानंतर निर्णयाची अंमलबजावणी करण्याबाबत आयुक्त तुकाराम मुंढे यांनी गांभीर्याने दखल घेत शनिवार (ता.१)पासून कारवाईला सुरूवात करण्याचे आदेश दिले. मनपा आयुक्तांच्या आदेशानुसार शहरातील सर्व झोनमध्ये पथकाद्वारे ४० बाजारांमधील सुमारे २५०० विक्रेत्यांवर कारवाई करण्यात आली. रविवारी (ता.२) सकाळी ७ वाजतापासून शहरातील इतर भागांमध्येही कारवाई करण्यात येणार आहे.

मनपा आयुक्तांच्या धडाकेबाज निर्णयामुळे नागरिकांनी समाधान व्यक्त करीत आहेत. रस्ते, फुटपाथवरील बाजारामुळे वाहतुकीला अडथळा निर्माण होतो. अनेकांचे अपघातही झाले आहेत. अनेकदा तक्रारी करून कोणतिही कार्यवाही होत नव्हती. मात्र आयुक्त तुकाराम मुंढे रूजू होताच सर्वच तक्रारींचे अगदी तात्काळ निराकरण करण्यात येत असल्याने नागरिकांनी आनंद व्यक्त करीत आयुक्तांचे आभार मानले.

या बाजारांवर झाली कारवाई:- मनपा आयुक्तांच्या आदेशानुसार शनिवारी (ता.१) प्रतापनगर चौक, माटे चौक, त्रिमूर्ती नगर चौक, जयताळा, गोपाल नगर, गोकुळपेठ मार्केट, आशीर्वादनगर चौक, मानेवाडा, उदयनगर चौक, कॉटन मार्केट, रमना मारोती, म्हाळगी नगर, कमाल चौक, कबीर नगर, ताजनगर, चार खंबा चौक, गिट्टीखदान, गोरेवाडा, इटारसी पुलीया, महाल बुधवारा, आयचित मंदिर, मातृसेवा संघ, नटराज टॉकीज चौक, हिवरी नगर, निकालस मंदिर परिसर, हरीगंगा बिल्डींग, अमरदीप टॉकीज, बगदीया चौक, तीन नल चौक, मारवाडी चौक, जागनाथ बुधवारी, झाडे चौक, एच.बी.टाउन, भंडारा रोड, पारडी, जरीपटका, छावणी, काटोल रोड, मानकापूर, भरत चौक आदी ४० बाजारांवर कारवाई करण्यात आली.

आणि पथकाला घेरले:- अवैध बाजार व व्यावसाय करणा-यांवर अतिक्रमण कारवाई करताना नागरिकांनी कारवाईला विरोध दर्शविला व मनपाच्या पथकाला घेराव केला. गांधीबाग झोन येथील शनिवारी बाजार व हनुमाननगर झोनमधील उदयनगर येथील अवैध बाजार हटविण्यासाठी आलेल्या पथकाशी परिसरातील विक्रेत्यांनी बाचाबाची करीत घेराव दिला. बाजार हटविण्यासाठी किमान दोन दिवसाचा वेळ मिळण्याची मागणी यावेळी रस्ते, फुटपाथवर व्यवसाय करणा-यांनी केली. त्यानुसार दोन दिवसानंतर या दोन्ही ठिकाणी कारवाई करण्यात येणार आहे.

VTA welcomes Tukaram Mundhe, NMC Commissioner

The delegation of Vidarbha Taxpayers Association (VTA) led by its Vice President, Hemant Trivedi, met and welcomed the recently appointed Commissioner of Nagpur Municipal Corporation, Tukaram Mundhe, IAS, by presenting a flower bouquet.

Hemant Trivedi informed the Commissioner of VTA that a consortium of taxpayers had formed this Association with the aim of protecting and safeguarding the common man’s right as a taxpayer; he also informed the Commissioner of the various activities of VTA carried out in the wider interest of society.

Tejinder Singh Renu Secretary of VTA shared details of the various activities & PILs filed by VTA in the public interest. He also informed that VTA keeps an eye on the various new acts proposed by the Government and that, if any lacuna is found, appropriate representation is provided. And Nagpur City is lucky enough to have such a dynamic commissioner who means business, which is extremely good for Nagpur, its residents and the Municipal Corporation as well.

Municipal Commissioner Tukaram Mundhe said that he is also looking forward to working together to further improve our city and will surely try his best to resolve any issues of public interest.

नागपूर मनपात तुकाराम मुंढेंची धडाक्यात एन्ट्री; पहिल्याच दिवशी घेतला अधिकाऱ्यांचा वर्ग

नागपूर महानगरपालिकेचे आयुक्त तुकाराम मुंढे यांनी आज (मंगळवार) आपल्या पदाचा कार्यभार स्वीकारला. पदाचा कार्यभार स्वीकारताच तुकाराम मुंढे हे अ‍ॅक्शन मोडमध्ये आल्याचं पहायला मिळालं. काही दिवसांपूर्वीच राज्य सरकारनं त्यांची नागपूर महानगरपालिकेच्या आयुक्तपदी बदली केली होती.

कार्यभार स्वीकारताच तुकाराम मुंढेंनी आपल्या कामाला सुरूवात केल्याचं पहायला मिळालं. त्यांनी पहिल्याच दिवशी अधिकाऱ्यांसमवेत ५० मिनिटांची एक मिटींगही घेतली. तसंच कार्यालयात उशिरा पोहोचणाऱ्या कर्मचाऱ्यांना खडेबोल सुनावल्याची माहिती मिळाली आहे. मिटींगदरम्यान, कोणत्याही अधिकाऱ्याचे फोन वाजता कामा नये. तसंच सर्वांनी नियमांचे काटेकोरपणे पालन करावं, अशा सुचनाही त्यांनी दिल्या. मिटींगनंतर ते आपल्या पुढील कामासाठी रवाना झाले. दरम्यान, कर्मचाऱ्यांच्या हजेरीसाठी वापरात येणाऱ्या पंचिंग मशीनमध्ये बिघाड झाल्याने कार्यालयात येणाऱ्या कर्मचाऱ्यांची एकच तारांबळ उडाल्याचं पहायला मिळालं.

तुकाराम मुंढे हे शिस्तप्रिय, कर्तव्यदक्ष अधिकारी म्हणून ओळखले जातात. ते एडस नियंत्रण प्रकल्पाच्या संचालकपदावर होते. तत्कालीन देवेंद्र फडणवीस सरकारने त्यांची एडस नियंत्रण प्रकल्पाच्या संचालकपदावर नियुक्ती केली होती. तुकाराम मुंढे हे नागपूर महानगरपालिकेत येणार हे कळल्यानंतर अनेक कर्मचाऱ्यांनी धसका घेतला होता. तसंच अनेक कर्मचारी वेळेपूर्वी कार्यालयात हजर राहत असल्याचंही समोर आलं होतं.

कशी आहे मुंढेंची कार्यपद्धती ?
आता त्यांची भाजपाची सत्ता असलेल्या नागपूर महापालिकेच्या आयुक्तपदी बदली करण्यात आली आहे. माजी मुख्यमंत्री आणि विरोधी पक्ष नेते देवेंद्र फडणवीस हे नागपूरचेच असून त्यांना अडचणीत आणण्यासाठी उद्धव सरकारने ही खेळी खेळल्याचे बोलले जाते. तुकाराम मुंढे हे नियमांची कठोर अंमलबजावणी करण्यासाठी ओळखले जातात. त्यांनी कधीही नियमबाह्य गोष्टींना थारा दिलेला नाही. त्यामुळेच राजकरण्यांना ते नेहमीच खुपतात.

सर्वपक्षीय राजकारणी तुकाराम मुंढे यांच्याविरोधात एकत्र का येतात?
आतापर्यंत महाराष्ट्राच्या वेगवेगळया भागांमध्ये त्यांची बदली झाली असून, त्यांनी प्रत्येक ठिकाणी आपल्या कामाची छाप उमटवली आहे. नियमबाह्य, अनधिकृत बांधकामांना अभय देण्याच्या मुद्दावरुन त्यांचा नेहमीच राजकारण्यांबरोबर संघर्ष झाला आहे. नाशिक असो किंवा नवी मुंबई महापालिका नेहमीच सर्वपक्षीय राजकारणी त्यांच्याविरोधात एकत्र आल्याचे दिसले आहे.

राजकारण्यांच्या दबावापुढे न झुकता नियमानुसार काम करणे ही तुकाराम मुंढे यांची खासियत आहे. त्यामुळेच राजकारण्यांना जरी ते नकोस वाटत असले तरी, सर्वसामान्यांमध्ये ते लोकप्रिय आहेत. काही ठिकाणी तुकाराम मुंढे यांची बदली रोखण्यासाठी सर्वसामान्य जनतेने रस्त्यावर उतरुन आंदोलन केलं होतं. अशा मुंढे यांनी आज नागपूर मनपाच्या आयुक्तपदाची जबाबदारी स्वीकारली आहे.

Video: NMC-OCW’s annual ESR’s & GSR’s cleaning drive in city

Nagpur: Contaminated by overhead water tanks (ESR’s)-has become a thing of the past with Nagpur Municipal Corporation & Orange City Water (OCW) launched an annual safe and scientific approach for cleaning and disinfecting overhead water tanks (ESR’s).  Since the last 7 years, NMC-OCW has started cleaning every ESR / GSR every year.

Results: the improvement of the city’s water quality was attributable to this mission.  The journey from 79 per cent of the water quality (March 1, 2012) to 96 per cent (October 2019) is strongly supported by the ESR cleaning drive of NMC-OCW. Improving the quality of water is a sign of improved social health, as most infectious illnesses are water-borne.

A major reason for contamination of water is removed when the ESR is scientifically and thoroughly disinfected by a house-based tank cleaning machine, says technical experts in the field.

Continuing the trend Nagpur Municipal Corporation and Orange City Water (OCW) started cleaning ESR in the city and intended to clean up nearly 64 existing ESRs located in all areas of the city.

Garbage on open plots: NMC to fine owners, auction properties

Nagpur: owners of vacant plots in Nagpur Municipal Corporation (NMC) will be fined if they do not stop people from littering their property. The health department of NMC has proposed to charge such owners for the removal of garbage of Rs50 per sq more.

 

In the proposal submitted to the Standing Committee, the Department also requested that the auctioning of such properties should the owners fail to keep the premises clean.

The Health Department prepared the proposal after Mayor Sandip Joshi had received complaints from several residents about the serious health risks posed by open plots due to the accumulation of garbage and water stagnation for many years.

The proposal states that if the garbage is found on any open plot, the department would issue a notice to clear it within two days. If the owner has not complied with the notification, the costs involved in clearing the litter will be recovered from the defaulting owners, the proposal stated. If the owner fails to pay the costs incurred and to stop the dumping of the garbage on his property, the NMC will auction those properties under the relevant sections of the Maharashtra Municipal Corporation Act.

In the past, the corporation had asked the owners of open plots to remove bushes, garbage, trash and fences. Corporators like Abha Pande had raised the issue at a meeting of the General Body on several occasions.

In 2014, the NMC passed strict rules for the dumping, collection and destruction of waste under the open plot control rule. It had a provision to levy a fine of up to Rs5,000 or to file a police complaint against the owners of the plot. By-laws for the Dumping, Collection and Destruction of Waste on the Open Plot Control Rule 2014 were forwarded to the State Government for approval on 15 March 2016. However, they have not yet been cleared, “said a senior NMC health (health) officer.

“As a result, we could not take punitive measures against the polluters,” the official said.

Joshi recently directed the Assistant Municipal Commissioners of all 10 zones and the Property Tax Department to identify private and government plots to be used as garbage and warned their owners. Before removing it, the officials will take a photograph of the garbage and use it as evidence.

After completion of Laxmi Nagar and Lakadganj Zone, Hanuman Nagar, Dhantoli Zone ESR’s now Nagpur Municipal Corporation and Orange City Water (OCW) started its ESR cleaning drive in Nehru Nagar Zone and planned on Jan 24 (Friday), Dighori (Tajbagh) Jan 27 (Monday), Nandanvan (Rajiv Gandhi) ESR Jan 29 (Wednesday) & Kharbi ESR Jan 31 (Friday).

Nandanvan (New) ESR cleaning areas to remain affected on Jan 24 (Friday) are: Shesh nagar, Shaktimata nagar, Vidhya nagar, Shrikrushna nagar, Sankalp nagar, Siddheshwar nagar, New Diamond nagar, Santaji nagar, Gopalkrushna nagar, Vrundavan nagar.

Areas to remain affected on Jan 27 (Monday) evening due to Dighori (Tajbagh) ESR cleaning are:. Nirala Society, Sarvashri nagar, Pragati colony, Gausiya colony, Vaibhav nagar, Kirty nagar, Telephone nagar, Beldar nagar, Gajanan nagar, Mahananda nagar, Rahul nagar, Ramkrushna nagar, Sant Tukdoji nagar, Gopalkrishna Layout Areas remaining affected by Nandanvan (Rajiv Gandhi) ESR are: Bapu nagar, Bhande plot, Harpur nagar, Mire layout, Gurudev nagar, Prem nagar, Santoshimata nagar, Sindhiba nagar.

Anti-invasion drive, civic body to take stringent action against intruders

There are several revolutionary and transformative activities going on in the city of Nagpur that will certainly turn it into a smart one. However, there are many other factors that cause adverse effects on it. Yes, one such issue is the encroachment on the roads that causes nuisance at all. Recently, the city’s civic administration has begun an anti-intrusion campaign to avoid and monitor this threat. And the Committee against Incroachment has presented its report to the Mayor.

Where the goods of the encroachers are confiscated and will not be returned if the encroachment is repeated, according to the report. And the shop keepers will be charged the Rs.5000 fine and if the same thing is repeated the shop license will be cancelled.

Besides that, for not repeating the crime, the shopkeepers must send a written confirmation on an Rs.100 bond document. And if the offence is repeated the goods will not be returned. So in this case of selling construction material for the first time will be fined Rs.5000 fine for encroachments on footpaths. And they will have to pay Rs.10000 for the second time and will apply arrears to their property tax for the third time. And if they commit the same crime, pushcarts will also be seized.

The Anti-Encroachment Committee recommended that items be confiscated on footpaths by intruders. For the first time, the encroachers will have to pay Rs.1000 fine in removing the confiscated items. And the victims will have to pay Rs.3000.And for the third time for the second time; they will not get their goods back.

The special squad will be formed to keep a check on it and to take action during the night as per the information. The committee also ordered the traffic department to take action on the school playgrounds and sports grounds against these vehicle owners who illegally park their vehicles. And the committee has also suggested that the hawkers shoot a video and set up various anti-intrusion squads in each district. Under IPC section 283, if the vehicles parked near-critical places face police action and seizure.

Recently, Nagpur’s civic body had created an anti-intrusion committee to research and find solutions to the heightened urban encroachment.

Deekshabhoomi Chowk to the North Ambazari road to stay closed from January 30.

The Nagpur Municipal Corporation will close the road from Deekshabhoomi Chowk to North Ambazari as a result of the Phase I Cement Concrete Road Project.

Municipal Commissioner Abhijit Bangar has directed the authorities to block vehicle entries from 30 January to 30 March.

The Cement Concrete Road Project is to be built by the Nagpur Municipal Corporation from Phase I, Package-9 to Road No. 35 from Deekshabhoomi Chowk to North Ambazari City.

NMC Commissioner Abhijit Bangar ordered the right-hand and adjacent roads to divert traffic.

Develop Charging infrastructure including Transformer Creation, Supply and Erection and all Necessary Electrical Systems, Subsystems, Components, and Parts as necessary for charging Infrastructure, Provide Chargers and maintain full charging infrastructure including civil infrastructure for preventive and breakdown maintenance undertakings. The Authority shall pay for the electricity costs expended in charging the electric buses and the same shall be debited to the operator in his monthly bills. The Bidders have to apply their quotes per KM cost including charges for energy to power the buses.

The last bid date is January 21, 2020 and the techno-commercial bids will open on January 22, 2020. Both bidders are required to submit a Rs 29.88 lakh Earnest Money Deposit along with their bids.Under the FAME-II scheme, NMC may provide the selected bidder with demand incentives. Nevertheless, it will be the duty of the bidders to meet the criteria for providing incentives under the FAME-II system, and the maximum available incentive for demand will be Rs 45 lakh. The bidder will pay the entire initial cost of the electric bus, and then pass the subsidy to the bidder. In addition, the bidder shall promote the application and availability of subsidies under Phase -II of the FAME-India Scheme.The Authority plans to deploy electric buses for public transportation services within the towns and their surrounding suburban satellite towns as determined by the Authority before the date of commercial operation (COD). The operators will be given time to assess the routes they have planned.

Nagpur’s Bharat Van road finally fell in the midst of massive outcry

Nagpur: Citizens ‘ long-standing struggle eventually led to the victory as MahaMetro and the Department of Public Workers agreed to cancel the planned 500-meter road via Bharan Van. With the aforementioned plan, for hundreds of species of birds and animals as many as 568 trees were under pressure along with mounting habitat crisis. The planned road was finally dropped, due to the unrelenting resistance of the people and NGOs.

Eventually, it has now been decided to develop the biodiversity area with flora and fauna.

NMC sources added that the Tree Authority led by Bangar Municipal Commissioner will now procedurally deny MahaMetro’s application for transplantation of the 568 trees in Bharat Van.
