Garbage on open plots: NMC to fine owners, auction properties

Nagpur: owners of vacant plots in Nagpur Municipal Corporation (NMC) will be fined if they do not stop people from littering their property. The health department of NMC has proposed to charge such owners for the removal of garbage of Rs50 per sq more.

 

In the proposal submitted to the Standing Committee, the Department also requested that the auctioning of such properties should the owners fail to keep the premises clean.

The Health Department prepared the proposal after Mayor Sandip Joshi had received complaints from several residents about the serious health risks posed by open plots due to the accumulation of garbage and water stagnation for many years.

The proposal states that if the garbage is found on any open plot, the department would issue a notice to clear it within two days. If the owner has not complied with the notification, the costs involved in clearing the litter will be recovered from the defaulting owners, the proposal stated. If the owner fails to pay the costs incurred and to stop the dumping of the garbage on his property, the NMC will auction those properties under the relevant sections of the Maharashtra Municipal Corporation Act.

In the past, the corporation had asked the owners of open plots to remove bushes, garbage, trash and fences. Corporators like Abha Pande had raised the issue at a meeting of the General Body on several occasions.

In 2014, the NMC passed strict rules for the dumping, collection and destruction of waste under the open plot control rule. It had a provision to levy a fine of up to Rs5,000 or to file a police complaint against the owners of the plot. By-laws for the Dumping, Collection and Destruction of Waste on the Open Plot Control Rule 2014 were forwarded to the State Government for approval on 15 March 2016. However, they have not yet been cleared, “said a senior NMC health (health) officer.

“As a result, we could not take punitive measures against the polluters,” the official said.

Joshi recently directed the Assistant Municipal Commissioners of all 10 zones and the Property Tax Department to identify private and government plots to be used as garbage and warned their owners. Before removing it, the officials will take a photograph of the garbage and use it as evidence.

Amravati’s Shiv Thakare bags tag ‘ Most Wanted Man on TV ‘ for Maharashtra in 2019

The Amravati-based choreographer who rose to fame after winning the second season of –Bigg Boss Marathi–Shiv Thakare, popularly known as aapla manus, won the top spot in the 2019 television list of Maharashtra’s Most Wanted Man. While discussing his achievement with Nation Next, Shiv Thakare narrated his entire journey from choreography to participating in reality shows and relocating to Mumbai.

Shiv Thakare When asked how it feels, an elated Marathi Shiv said: “Ekdam badhiya waatat aahe! (I feel terrific). I wasn’t even included in the nominations of the competition until a few years ago and this time I wasn’t just nominated but on top of the list. I assume it’s largely because of my fan’s love and faith in me.

The 30-year-old had worked for and appeared in several reality shows apart from Big Boss Marathi, Dam Dama Dam (dance reality show) and Roadies, and was always fascinated by dancing, so he began his career as a choreographer in his early 20s by training school students in his home town.

Gradually Thakare began his dance academy Royal Group Shiv Dance Studio’ and eventually took part and even won Dam Dama Dam on Doordarshan. At the age of 24, after completing his polytechnic and graduation degree in engineering (Information Technology) from Raisoni College in Amaravati, he moved to Mumbai and entered the acting school Actor Prepares–The School for Actors’ at Anupam Kher.

MVA clears the project Rs 2,413cr Nag River | Nagpur updates

The Maha Vikas Aghadi (MVA) government on Wednesday approved the revised cost of the ambitious Nag River Pollution Abatement Project in what appears to be a move to take control of the BJP-ruled Nagpur Municipal Corporation (NMC) and its projects. Pili River now finds a reference in the name of the town, too.

The cabinet also created a high-profile ministerial committee to conduct and track the initiative. While the Committee comprises three District Congress MLAs, none of the four BJP MLAs in the city find a place within it.

The project’s name was changed following a recommendation from guardian minister Nitin Raut who formed the committee along with home minister Anil Deshmukh and minister of sports and youth welfare Sunil Kedar.

Minister for the Environment Aditya Thackeray is a participant too. The local manager is the secretary to the membership.

The cabinet approved the 25 per cent state share of Rs 2,412.64 crore’s total revised project cost. “The project to reduce Nag River pollution had been approved by Union Jalshakti Mantralaya and National River Conservation Directorate (NRCD). The project will be introduced through the NMC. Core, power, and NMC will bear 60%, 25%, and 15%, respectively, “read the note from the cabinet.

The center’s contribution will be crore Rs 1,447.59, state will contribute crore Rs 603.16, and crore NMC Rs 361.89. “Japan International Cooperation Agency (JICA) will receive a loan of Rs 1,864.30 crore from the Centre. State repayment of Rs 403.90 crore will come from the JICA loan and must pay the Rs 199.26 crore balance. Cabinet has assured Jalshakti Mantralaya of repaying the loan, as well as its remaining portion, “added the cabinet note.

The cabinet also approved the decision to “constitute a coordinating committee under Nagpur guardian minister Nitin Raut for project execution and supervision.”

Bombay High Court’s Nagpur bench considered media reports of high-level pollution in Nag River polluting Kanhan and Wainganga rivers in 2010, and Gosikhurd project as a suo motu PIL and directed the civic body to rejuvenate the iconic river-turned nullah of the region.

In 2011 the NMC, which then also had a majority of the BJP, initiated the bill. When Devendra Fadnavis became chief minister, the project gained momentum and Nitin Gadkari was elected MP in 2014. The proposal was approved in 2015 by the state and centre.

Gadkari, Fadnavis and Pravin Datke, the president of the city of BJP, tried to implement the initiative. The NMC found last year that the cost of the project had gone up. The Center approved the revised cost in November last year and sent it to the state for a nod.

Raut told TOI Wednesday had been a historic day. “Project name has changed to Nag and Pili River Pollution Abatement Project. Pili river was part of the project but wasn’t highlighting its name. The approval with the Government was pending. I got an approval from the cabinet in the greater interest of the city, “he said.

A good stretch of the river Pili falls within the North Nagpur constituency of Raut.

Raut said that there is no role for BJP MLAs and NMC office bearers to play in the project, “they are not in committee.”

First, an agreement will be signed between Centre, State and JICA on obtaining the amount of the loan in instalments. So NMC floats tenders and runs the project.

3 Months on, Mantralaya Metro Phase II program pending

In January 2019, Nagpur Metro’s Phase II was cleared by the state cabinet and it was expected to be approved by the Union cabinet in March 2019. Yet the plan has yet to hit the cabinet of the Union.

An official at MahaMetro said the reason for the delay was a change in the Union Ministry for Housing and Urban Affairs (MoHUA) standards. “After a detailed study some months ago, MoHUA determined that Metro light coaches should be used for cities of tier II and tier III. This is because Metros do not have a lot of ridership in middle-sized areas. MoHUA asked us to update the Nagpur Metro Phase II plan in compliance with new norms, “he added.

Light Metro coaches are less than a standard Metro foot long. Instead of 1000, they will carry 750 passengers. These coaches are capable of carrying 24,000 passengers per hour, while the capacity of regular Metro is 30,000 passengers per hour. Their weight is 12 tonnes, instead of the usual 16 tonnes. Accordingly, they cost less.

“We told MoHUA officials that we intended to use the current Metro’s coaches for four corridors— Automotive Square to Kamptee, Prajapati Nagar to Nagar Transport, Khapri to Butibori and Lokmanya Nagar to Hingna Tehsil office. They asked us to spur on to Dattawadi using Metro light coaches for Wasudeo Nagar. We revised our project accordingly and submitted it to the Department of State Urban Development. It’s been there for three months. MoHUA officials have ensured the proposal will be clear as soon as it is received from the department, “the official said.

The cost of Phase II as per the comprehensive project report (DPR) was Rs11,612 Crore. Now, Rs650 Crore has high it to Rs10,962 Crore.

Some analysts believe Phase I Metro ridership won’t rise dramatically until Phase II is operational. This is because people travel regularly via public transport to places linked by Phase II, such as Kamptee and Butibori. Instead of buses, they’ll use Metro. Phase I was conceived thinking Mihan is going to employ thousands of people. Mihan has yet to take off though.

Devendra Fadnavis, the BJP leader was chief minister until September. One might have expected speedy Mantralaya clearance of Phase II when he was in the helm. Now, Eknath Shinde of Shiv Sena is the minister of urban development and local ministers will have to press him to clear the project immediately.

Railway station flyover renovation next month | Nagpur updates

Nagpur updates:- MahaMetro, who was asked to execute the Jai Stambh Square traffic improvement scheme by Union Transport Minister Nitin Gadkari, plans to partially raze the railway station flyover next month. However, the plan may be stalled by opposition from the shopkeepers to be affected.

An official at MahaMetro said Nagpur Municipal Corporation (NMC) had instructed the agency to rehabilitate the shopkeepers first and then go in for demolition. “We’ve got 72 shopkeepers to rehabilitate. We have already built 40 temporary shops near the railway station flyover, and by the end of the month, 20 more will be ready. Once the shopkeepers move to the new shops, we’ll begin to demolish the railway station flyover from one side, “he added.

The official said the majority of the shopkeepers wanted monetary compensation rather than shops. “Who will pay the money, MahaMetro or NMC, is yet to be determined,” he further said.

MahaMetro plans to build a large commercial complex to house the shops. It will be linked by a foot overbridge to the railroad station. The corporation will also construct a multi-level car park close to the site. The ground floor will be used by city buses while the upper floors will be used for four-wheel and two-wheel parking.

The railway station flyover must be demolished as MahaMetro wants to build a six-lane road across from the railway station. As defence land is needed for the road, a four-lane road will be constructed first and a further two lanes will be added when the ground is available.

Under the flyover, there are 165 stores. There are two unions between the shopkeepers. The first union has owners of 72 stores that existed before the flyover was built. NMC allocated the shops at a cost of each Rs8 lakh. Such shops are situated across from the entrances to the railway station. The other union has 93 shopkeepers away from the entrances to have their shops. Through paying for the Rs10.20 lakh, they got the shop.

The 93 shopkeepers do not want new shops, they want monetary compensation instead. They had met with Gadkari, who approved their application. In this regard, they will meet with Mayor Sandip Joshi Thursday morning.

Nilesh Khorgade, these shopkeepers ‘ representative, said, “We’re going to be assigned shops at the backside and so we’re not going to get any customers. Even now, since our establishments are at a distance from the entrance, we don’t get many customers. So we want cash. “The other group of shopkeepers are not willing to shift to temporary shops. “The building is without drains and water connections. Most of the shops are restaurants here. How do we work without a drain and without water? NMC needs to first develop the commercial complex and then demolish the railway station flyover, “Ramu Wankhede said. Another shopkeeper said that if he was forced to move to temporary shops he would petition the court.

Mayor Sandeep Joshi guides action against intrusions | Nagpur updates

Nagpur updates –Mayor Sandeep Joshi: Rampant encroachments by tuition classes, hotels, hospitals in the Dharampeth zone have narrowed nearly all of its jurisdictional lanes down. Many people who attended the’ Janata Darbar’ of Mayor Sandeep Joshi Sandip Joshi ruled about the increasing threat of invasion in western Nagpur.

On various issues such as encroachment, noise, parking, garbage, dug pits, electric lamps, and inconvenience in the parks, as many as 91 people voiced their grievances in Joshi’s second Janata Darbar. “Since most of the citizen’s concerns were about intrusions, priority should be given to taking action against disruptive persons,” the Sandeep Joshi said.

Residents drew the Sandeep Joshi’s attention to invasion outside the office of the city, i.e. Mercat Gokulpeth. Despite having space inside the market, shopkeepers have occupied the recently widened roads, particularly vegetable vendors, defeating their intent, they said.

To these concerns, the Sandeep Joshi directed officials from the region to eliminate encroachments that hinder the smooth flow of vehicle movements. Among others, the meeting was attended by Zone chairman Amar Badge, corporates Sunil Agrawal, Sanjay Bangalore, Pragati Patil, Varsha Thakre, Parinita Fuke and assistant municipal commissioner Prakash Warade.

Anti-invasion drive, civic body to take stringent action against intruders

And they will have to pay Rs.10000 for the second time and will apply arrears to their property tax for the third time. And if they commit the same crime, pushcarts will also be seized.

The Anti-Encroachment Committee recommended that items be confiscated on footpaths by intruders. For the first time, the encroachers will have to pay Rs.1000 fine in removing the confiscated items. And the victims will have to pay Rs.3000.And for the third time for the second time; they will not get their goods back.

The special squad will be formed to keep a check on it and to take action during the night as per the information. The committee also ordered the traffic department to take action on the school playgrounds and sports grounds against these vehicle owners who illegally park their vehicles. And the committee has also suggested that the hawkers shoot a video and set up various anti-intrusion squads in each district. Under IPC section 283, if the vehicles parked near-critical places face police action and seizure.

Recently, Nagpur’s civic body had created an anti-intrusion committee to research and find solutions to the heightened urban encroachment.

Maha Metro is now seeking help from the State to access feeder services

Officials at the MahaMetro are concerned about the number of passengers in the regular subway who continue to run on the specific routes. We believe that the lack of feeder services continually hinders the number of riders who keep them away from taking up the metro trips. We say we want to introduce the feeder facilities, but face too many obstacles in their way to keep them from doing the same.

The official speaking of the same claimed they had prepared a detailed report on the same and submitted the same to the state to seek their intervention to get the same thing. They said the parking space had to be taken from others and the Maha Metro was unable to allocate it on its own. All they can do is provide parking at their place for 3 to 4 rickshaws but when they get down to the station they would need more to bring the commuters.

They said we need at least 15 to 20 rickshaws to take the people to their preferred locations so only one could see the increase in the number of daily commuters. Citizens may enter the maha metro station by themselves with their vehicles but they would need an auto-rickshaw or a bus that comes under the feeder services to reach their destination. With the absence of the same, getting a greater number of commuters for the same would be rather difficult. Now, they have asked to allocate these services to the state.
