नागपूर महानगरपालिकेचे आयुक्त तुकाराम मुंढे यांनी पदभार स्वीकारल्यानंतर अधिकारी-कर्मचाऱ्यांना तंबी देतानाच उत्तम प्रशासनाचे धडेही गिरविले. त्याचा परिणाम महिनाभरातच दिसून आला असून अनेक विभागात सतत राहणारी ६० टक्क्यांची उपस्थिती थेट १०० टक्क्यांवर पोहोचली आहे. कर्मचाऱ्यांच्या उपस्थितीचा आलेख अचानक वाढल्याने त्याचे चांगले परिणामही दिसू लागले आहेत.

आयुक्त तुकाराम मुंढे यांनी मंगळवार २८ जानेवारी रोजी पदाची सूत्रे स्वीकारली. तत्पूर्वी २३ जानेवारी रोजी नागपूर महानगरपालिका मुख्यालयात विविध विभागात उशिरा येणारे आणि अनुपस्थित राहणाऱ्या अधिकारी-कर्मचाऱ्यांची सरासरी ४१ टक्के होती. अर्थात ५९-६० टक्के कर्मचारी उपस्थित राहत होते. आजच्या तारखेत ही उपस्थिती सरासरी ९६ टक्के झाली आहे.

पदाची सूत्रे स्वीकारल्यानंतर दररोज सकाळी ९.३० वाजता कार्यालयात हजर राहण्याचे निर्देश ही दिले होते. बायोमेट्रिक मशीनच्या माध्यमातून हजेरी लावावी. याचा सकारात्मक परिणाम कर्मचाऱ्यांवर झाल्याचे सध्या असलेल्या उपस्थितीवरून लक्षात येत आहे. १४ फेब्रुवारी रोजी सामान्य प्रशासन विभाग, आरोग्य (दवाखाने), ग्रंथालय, समाजकल्याण, कर आकारणी विभाग, जलप्रदाय विभागातील कर्मचाऱ्यांची उपस्थिती १०० टक्के होती.

शिक्षण, प्रकाश, स्थावर, उद्यान, आरोग्य (स्वच्छता), एलबीटी, लोककर्म, स्लम, नगररचना या विभागामध्ये ९५ ते ९९ टक्के उपस्थिती आहे. अन्य विभागातीलही कर्मचाऱ्यांच्या उपस्थिती ९० टक्क्यांच्या वर असून ह्या उपस्थितीची सरासरी ९६ टक्के इतकी आहे. उपस्थितीची ही टक्केवारी मागील १५ दिवसांत अशीच असल्याने आयुक्तांचे कौतुक होत आहे.

Nagpur Municipal Corporation (NMC) has demolished the illegally built bungalow of Santosh Ambekar, the infamous Nagpur gangster. The building’s demolition work that falls in Darodkar Chowk, Itwari is being done under police protection under the direction of Gandhibagh zone NMC officials. More than 45 police officers were present during the demolition process. The NMC’s anti-infringement team began demolishing the illegal building of the notorious gangster Ambekar’s bungalow, which lives in Awadhut Mandir Street, Hamalpura, on February 25 at 11 am.

Municipal Commissioner Tukaram Mundhe had instructed the invasion team to break the unauthorized build. Ambekar had built a large bungalow which connects three plots. One of his plots was named after Neha Santosh Ambekar, who was unauthorized to build 60.15 sq m.

The second plot was named after Amarchand Madanlal Mehta, on whom he worked on 721,56 square meters of unauthorized construction. The third plot was named after Santosh Ambekar himself and was also illegal to construct 21.30 square meters of it.

Building on all three parcels of 803 square meters (8640.28 square feet) was not allowed. The action was taken under Municipal Commissar Mahesh Morone and Police Deputy Commissioner Gajanan Rajmane’s guidance.

Nagpur: The number of unsafe buildings has increased significantly in the last two years, the latest survey by the fire and emergency services department of Nagpur Municipal Corporation (NMC) shows. As per the Maharashtra Fire Prevention and Life Safety Measures Act 2006 City, the department deemed 1,482 city structures unsafe as of January 20, 2020.

They cover all types, from residential properties to educational institutions, hospitals, industrial structures, bars and restaurants, commercial centers and mixed occupancies. After inspections under two drives, the department collated data on errant systems. In one, 4,433 structures with first fire NOC were assessed by the department, while in the second, before 2006, 994 were inspected which were governed by old norms.

The latter group also comprises 64 places in which tuition classes are offered. The department served notices to disconnect electricity and water supplies in 812 locations. The Department audited another 180 government buildings under the same action plan, officials said.

In a few days, NMC will likely publish a list with the names of these violators on its website.
Officials have said in many cases that the departments of electrical and water supply are reluctant to cut off connections since they include essential services. For example, 141 hospitals have been declared’ unsafe’ but, unless they are vacated, the civic body can not disconnect power and water supply. FIR was recommended for violations in 120 cases but also the cops are reluctant to go ahead.

On August 3, 2018, TOI had stressed that between April 2017 and March 2018, 782 structures out of 1,759 were marked’ unsafe.’ On September 12, 2018, Bombay high court’s Nagpur bench had taken report’s sou motu cognizance and initiated proceedings. In such cases, NMC officials can move the court over inaction from the police.

At the same time, 367 property owners finalized compliance among the 4,433. Of the 994, only 97 have fixed the deviations and taken fire safety measures. The department also brought under its crackdown the old structures as large numbers of people visit those places.

Against the backdrop of the 367 compliances, the jump to 1,482 in unsafe numbers indicates breaches are rampant, while detection has gained too much pace following an HC rap.

Officials said the data gives about 3,300 structures a status of contraventions and a fire and safety audit. The statistics are as they were on January 20, 2020, though inspection by the department is continuing. Officials said around 100 structures are added to the violator list every month. The department has also identified 1,414 structures for which inspection is still to be carried out. The last five years of checks are continuing.

Nagpur: Together with Tata Trusts, the Nagpur Municipal Corporation (NMC) has established the 20th Urban Primary Health Center (UPHC) under the National Urban Health Mission of the central government at Nara, North Nagpur. Mayor Sandip Joshi has inaugurated UPHC on Thursday at a workshop.

Former MLA Dr. Milind Mane, chairman of NMC Health Advisory Committee Virendra Kukreja, vice-president of Rashtriya Sindhi Bhasha Vikas Parishad Ghanshyam Kukreja, chairman of NMC Mangalwari Zone Gargi Chopra, chairman of NMC tax advisory committee Mahendra Dhanvijay, corporates and officials attended.

NMC Additional Assistant Health Officer Dr. Vijay Joshi, Dr. Rajesh Bhure, Laxman Shinde, Gokul Hingwe from Tata Trusts and their teams, under the guidance of Municipal Commissioner Tukaram Mundhe, Medical Officer Dr. Bhavna Sonkusre, Health Department Director at Tata Trusts Shrinivas Hundi and Project Coordinator Amar Navkar, made efforts to develop UPHC.

UPHC also opened its TB screening and guidance center.The UPHC will remain open from 8 am to 2 pm Monday through Saturday. Patients may receive facilities such as OPD services, pregnancy check-up, pediatric therapy, family planning counseling, vaccines, RTI and STI counseling, leprosy, epilepsy and asthma diagnosis and treatment, diabetes, vector-borne disease diagnosis, and treatment, etc.

The NMC in partnership with Tata Trusts provides patients with 59 types of blood tests safe. The UPHCs are connected to the state-of-the-art pathology laboratory established at Sadar by Tata Trusts. A Tata Trust representative gathers samples from UPHCs, and reports are uploaded online that are available to all centers.

At UPHC, Tata Trusts supplied laptops, printers, equipment, air conditioners, cabins etc. Also, both doctors and staff received training from Tata Trusts.

नागपुर :दरअसल बात प्रभाग क्र 26 संघर्ष नगर से लेकर भांडेवाडी तक की रोड़ की है। रोड़ जर्जर स्तिथि में है ।रोड़ की हालत कुछ ऐसी है कि हमेशा धूल मिट्टी के गुबार आते जाते यात्रियों को परेशान करते है। इसके अलावा समस्या का मुख्य कारण यह भी है के इस रोड़ पर ज्यादातर पानी के टैंकरो का आना जाना है। जिससे पूरी रोड़ पर पानी फैला रहता है और गंदगी भी रहती है।कई बार आते जाते स्कूली बच्चे और दोपहिया वाहन चालक चोटिल हो चुके हैं। आम नागरिक इस सड़क की बदहाली से त्रस्त है।

इसके साथ ही आगे समाजसेवी गौरव गुप्ता जी बताते है की उन्होंने कई बार एनएमसी और नगर सेवकों को लिखित आवेदन भी दे दिया है।और सड़क के हालात और भविष्य में होने वाली घटनाओं के लिए आशंका भी जताई है।गौरवजी ने यह भी बताया के वाथोड़ा प्रभाग 26 की उप महापौर सुनीता कोठे जी है ।जो कि शहर की देख रेख अच्छे से कर रही है इसके साथ ही 3 नगर सेवक इसी क्षेत्र से सभापति भी है।लेकिन इस इलाके पर किसी का ध्यान क्यों नहीं जा रहा। इस इलाके की अनदेखी का कारण किसी को समझ नहीं आ रहा है।
यदि जल्द ही इस समस्या का निपटारा नहीं किया गया तो आगे स्तिथि और भी गंभीर रूप ले सकती है।

नागपुर : एक तरफ तो सरकार पर्यावरण संरक्षण को लेकर चिंतित है।इसके साथ ही जहां पूरे शहर में अवैध अतिक्रमण की घटनाओं पर सख्ती से कार्यवाही की जा रही है ।वहीं दूसरी ओर शहर के भूमि आर्केड नवरात्रा रोड क्वेटा कॉलोनी ,लकड़ गंज के अपार्टमेंट में अवैध रूप से पेड़ों को काटा जा रहा है।बताया जा रहा है के यहां पर जो पेड़ काटने की गतिविधि चल रही है।उसकी शासन से कोई अनुमति नहीं ली गई है। बिना अनुमति ही पेड़ की कटाई चल रही है । और बताया यह भी जा रहा है के अपार्टमेंट में कटाई का मुख्य कारण अवैध निर्माण करके शेड डालना है।

बिना अनुमति पेड़ काटने का यह पहला मामला नहीं है । इससे पहले भी कई ऐसे मामले सामने आए है लेकिन प्रशाशन इस पर कब कार्यवाही करता है यह देखने वाली बात होगी।साथ ही में यह घटना वन विभाग की लापरवाही की ओर भी इशारा करती है ।कुछ लोग मनमानी से पेड़ काटे जा रहें है। प्रशाशन को इस स्तिथि में कुछ कड़े कदम उठाने की जरुरत है ताकि बिना अनुमति कोई हरे भरे पेड़ को नष्ट सके।

Nagpur: Nagpur Municipal Corporation (NMC) probably brought tree officers in line with The Maharashtra (Urban Areas) Conservation of Trees Act, 1975 for the first time in its history.

Nevertheless, this has also opened a Pandora’s box as all these years the garden superintendent managed the charge of tree officer’s position, a post that is below the assistant commissioner’s level. An officer holding the rank of an assistant commissioner or above should be appointed as tree officer as provided for in the Act. A lawyer has now challenged the legal validity of previously issued notices/orders by the tree officer.

According to The Maharashtra (Urban Areas) Conservation of Trees Act, 1975, tree officer has tree conservation duties, conducting surveys to record the number of trees and their condition, inspecting new plantations apart from managing tree felling applications.

Garden superintendent had been assigned the responsibility of tree officer in the NMC for decades. The garden superintendent post is equal to the rank of the superintendent as per the administrative hierarchy of NMC. Nevertheless, the rank of superintendent is below that of the assistant commissioner.

Garden Superintendent Amol Chorpagar held the charge as a tree officer and issued notices about cutting large numbers of trees in Bharat Van, Empress Van, and Smart City Project.
A couple of months ago, lawyer and social activist Ankita Shah had told the civic chief that the breach of the Act was brought to his notice. She had requested that all Chorpagar alerts be set aside.

Municipal commissioner Tukaram Mundhe rejigged the entire administrative structure on Wednesday, naming 20 department heads (HoDs). Three officers— Chorpagar, Mahesh Moroney, and Dr. Pradip Dasarwar — were charged additionally as deputy municipal commissioner. The deputy commissioner (garden) and tree officer are assigned additionally to Chorpagar.

The post of deputy commissioner is above assistant commissioner and thus the position of tree officer has been granted a validly ranked officer fee.

Mundhe’s predecessor Abhijit Bangar had turned down MahaMetro’s request to transplant Bharat Van trees. However, no action was taken on the tree officer’s notices regarding Empress Van and the Smart City Project. Therefore, it was supposed to set aside the notices but no decision has yet been made.
