आलोक सिंह नोएडा के पुलिस कमिश्नर नियुक्त, सुजीत पाण्डेय को मिली लखनऊ की जिम्मेदारी

उत्तर प्रदेश सरकार ने नोएडा और लखनऊ में पुलिस कमिश्नरी सिस्टम लागू करने का ऐलान किया है और उत्तर प्रदेश पुलिस में वरिष्ठ पुलिस अधिकारी आलोक सिंह को नोएडा का पुलिस कमिश्नर बनाये जाने की घोषणा की है। आलोक सिंह 1995 बैच के आईपीएस अधिकारी हैं। लखनऊ के पुलिस कमिश्नर पद पर सुजीत पाण्डेय के नाम का ऐलान हुआ है। सुजित पाण्डेय 1994 बैच के आईपीएस अधिकारी हैं। सोमवार सुबह उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने नोएडा और लखनऊ में पुलिस कमिश्नरी सिस्टम लागू करने की घोषणा की है, उत्तर प्रदेश कैबिनेट ने दोनो शहरों में पुलिस कमिश्नरी सिस्टम की मंजूरी दी है। नोएडा में पुलिस कमिश्नर तैनात होने जा रहे आलोक सिंह फिलहाल मेरठ में तैनात हैं जबकि लखनऊ में पुलिस कमिश्नर नियुक्त होने जा रहे सुजित पाण्डेय प्रयागराज में अपर पुलिस महानिदेशक के पद पर तैनात हैं। इन दोनो पुलिस अधिकारियों के अलावा लखनऊ और नोएडा के लिए 2-2 अन्य पुलिस अधिकारियों की तैनाती की  घोषणा भी कर दी गई है।लखनऊ में नवीन अरोड़ा जो 1997 बैच के आईपीएस अधिकारी हैं, उन्हें सुजित पाण्डेय के सहयोग के लिए संयुक्त पुलिस आयुक्त (कानून एवं व्यवस्था) तैनात किए जाने का ऐलान हुआ है जबकि नीलाब्जा चौधरी को संयुक्त पुलिस आयुक्त (अपराध एवं मुख्यालय) तैनात किया गया है। नोएडा में तैनात होने वाले पुलिस कमिश्नर आलोक सिंह के सहयोग के लिए अपर पुलिस आयुक्त (कानून एवं व्यवस्था) तैनात किए जाने की घोषणा हुई है जबकि श्रीपर्णा गांगुली को अपर  पुलिस आयुक्त (अपराध एवं मुख्यालय) नियुक्त किए जाने का ऐलान हुआ है। उत्तर प्रदेश में लंबे समय से मांग उठ रही थी कि 10 लाख से अधिक जनसंख्या वाले शहरों में दिल्ली और मुंबई की तरह पुलिस कमिश्नरी सिस्टम लागू किया जाए, सोमवार को उत्तर प्रदेश कैबिनेट ने इसकी मंजूरी दी। कमिश्नर सिस्टम लागू होने के बाद अब उत्तर प्रदेश की राजधानी लखनऊ में चालीस थाने होंगे, ADG रैंक का कमीशनर होगा। महिला सुरक्षा के लिए एसपी रैंक की महिला अधिकारी की तैनाती दी जा रही है। यातायात के लिए भी विशेष तैनाती होगी। निर्भया फंड से CCTV कैमरे लगेंगे।बता दें कि 15 राज्यों के 71 शहरों में कमिश्नरेट प्रणाली पहले से लागू है। यूपी में योगी के सत्ता संभालने के बाद इस सिस्टम के लिए कवायद शुरू तो हुई थी, लेकिन ब्यूरोक्रेसी के दबाव में बात अंजाम तक नहीं पहुंच पाई। अब लखनऊ और नोएडा से इसकी शुरुआत हुई है।

Support for Windows 7 will end tomorrow

Here’s some news for all Microsoft Windows 7 users! As of tomorrow, January 14, Microsoft will officially end support for its 10-year-old Windows 7 operating system.  Microsoft’s Windows 7 OS will not be available for use as per a recent official blog post, beginning January 14, 2020. After that, Microsoft will begin showing a full-screen alert for users who will still be using Windows 7 as of January 15, 2020. The message would tell users about the dangers of using Windows 7 and will stay on display if users do not do anything about it. It will keep popping up on the user’s computer until they update to Windows 10.

The full-screen notification will appear on the following models of the Windows 7 Service Pack 1:-

• Starter

• Home Basic

• Home Premium

• Professional

Another thing worth noting is that if users have downloaded the Windows 7 Professional Extended Security Update (ESU), they will not show the notification. The Windows 7 Extended Security Update will be available through January 2023 to enterprise customers. It will be priced on a per-device basis and their price will rise each year. Furthermore. Domain-joined machines in KIOSK mode will not get the alarm. It is further suggested that people who use Windows 7 will most likely face security problems if they continue to use the operating system as hackers can easily exploit the technical problems of the OS. Therefore, if you are still using Windows 7 it is best to upgrade to it. Users will update to Windows 10 by purchasing the full version, as a reminder. While some users claim to get a free version, Microsoft has made it clear that there is no free version available.

 

Delhi High Court gives notice of JNU Abuse to Apple, WhatsApp, Google

In connection with the violence at Jawaharlal Nehru University (JNU) on January 5, Delhi High Court issued notices to Apple, WhatsApp, Google, and the Delhi government. The notices come in on petitions from three JNU professors seeking to preserve CCTV footage, communications with WhatsApp and other facts relevant to campus abuse. The high court has asked all the parties concerned to file their responses by Tuesday. Delhi Police told the court it had written to WhatsApp to retain data from two groups that were plotting JNU abuse. Delhi’s government Standing Counsel (Criminal) Rahul Mehra has told the court that the university administration has not yet received any response from the police.The lawyer said police have also written to WhatsApp to retain data from two “Unity Against Left” and “Friends of RSS” groups, including members’ messages, pictures and videos and phone numbers related to the JNU violence incident. JNU professors Ameet Parameswaran, Atul Sood and Shukla Vinayak Sawant filed the petition seeking necessary directions for the Delhi Police Commissar and Delhi government.

Aaditya pans BJP for school talks at CAA

Mumbai: On Saturday Maharashtras, Minister of Tourism and Protocol Aaditya Thackeray questioned the BJPs campaign in schools to teach students about the controversial Citizenship Amendment Act. A day after a couple of BJP leaders visited schools in the Mumbai Matunga area, the young Shiv Sena leader tweeted to spread awareness and correct misinformation about the law that sparked protest across the country. Also, Aaditya Thackeray suggested what the Bharatiya Janata Party or any other political leader should do to help educate the students. It is ridiculous to campaign abt an Act in schools. What is the need for justification for such political campaigning, if there is no ill intent? Schools ‘ politicization must not be accepted. When politicians want to talk about gender equality, helmets, cleanliness in classrooms! The leader of Shiv Sena tweeted. The BJP is pulling out all stops to dissipate concerns about CAA’s provisions and has launched a door-to-door campaign to reach out to three crore families to clarify perceptions of the act. The Shiv Sena had supported the Citizenship (Amendment) Bill in the Lok Sabha but took a sharp U-turn in the Rajya Sabha by abstaining from voting for the new law when it was introduced in Parliament last December.

38.09 percent of NMC polls, which are counted today

An abysmal 38.09 percent poll was recorded on Thursday during the by-election for prabhag number 12(D). Of the total 58,162 voters, their franchise was exercised by just 21,151. The counting will take place on Friday at the Dharampeth area office of NMC, Gokulpeth, from 10 am. Five contestants were in the fray — Ashok Dorlikar, Praful Ganvir from Bharip Bahujan Mahasangh, Vikram Gwalbanshi from BJP, Akash Kawle from AAP, and Pankaj Shukla from Congress. After the death of four-time corporator Jagdish Gwalbanshi, a Sai Nagar resident, the by-election was required. The election passed peacefully and there was no incident that was untoward. A mere 6 per cent polling was registered during the first two hours. Also in the later part of the day there was a similar trend with the percentage not climbing every two hours to more than 5 percent. There are 30,235 male and 27,927 female voters in the ward. But there were only 11,948 male voters and 10,203 female voters. Officials blamed the poor show for bypolls on official working day apart from low enthusiasm among the masses. In the prabhag, the civic body had built 50 polling booths. BJP had chosen Vikram Gwalbanshi, the deceased corporator’s son, while Congress had chosen Pankaj Shukla, whose parents had also previously represented the district, Surendra and Nilima. The bypoll is not contested by the NCP and Shiv Sena. The dismal turnout of voters was because several voters in the city do not take bypoll as such seriously. “There should have been far better mobilization of workers and voters from our side too,” said the office-bearer of the BJP. Nevertheless, Congress staff pointed out that the turnout might have been higher if there had been a holiday like other surveys.

MTDC takes over the tourism production of Ambazari Garden

A few days ago, the Nagpur Municipal Corporation (NMC). Through its Mumbai-based PPP operator Garuda Amusements Park (Nagpur) Pvt Ltd, the MTDC has planned to continue the garden and add fitness, recreation, entertainment, tourism, clubhouse and business activities to the extensive 44-acre land at a cost of Rs80-100 crore. Vinay Wavdhane, the executive engineer of MTDC, told TOI that the garden will remain open on the NMC’s lines to morning walkers and visitors. “The operator was advised to start the morning walker pass system. Even the entrance fees for morning walkers will remain the same, “he said. The commitment of MTDC to walkers in the morning will prevent public criticism. In a letter to the NMC, Jan Samasya Nivaram Manch’s office-bearers feared reversal to morning walkers. Wavdhane said the developer will need to grow the garden in accordance with the design plan, which will be approved by the MTDC within two years, followed by 28 more years of operation and maintenance.” The NMC had previously developed the garden on just 19 acres, and the remaining area was in an abandoned state. Now, the MTDC will make use of the whole land. Only 0.15-floor space index (FSI) is permitted to the operator concrete construction as the entire area is reserved as a green zone. There will be no multi-level structures, therefore, and all operations will be encouraged in a green and environmentally friendly way, “he said.

It will be the first-ever PPP project from MTDC and also the first one in the state’s urban city. The MTDC is likely to earn Rs1.50 crore per year from the project without any expenditure.The MTDC would add a bike lane along the current walking track, green gym and a leisure hut in the garden according to the proposed conceptual master plan. Amphitheater, exhibition & art gallery and herbal/botanical arena will grow the urban hut of 50 commercial shops. The play area for children will be transformed into a state-of-the-art amusement park with water park, fish aquarium, food court and shops for souvenirs. Left abandoned for decades by the municipal body, the developer will build the community center with banquet halls, party lawns, 20-room resort and kitchen. There will also be a clubhouse with a swimming pool, gym, table tennis court, card room, badminton court, lawn tennis court, squash room, bar-cum-restaurant, jacuzzi, steam bath, etc.

West Nagpur MLA Vikas Thakre said the NMC would take back the garden as people lose their property once it is built by the private operator. “Every private operator would try their own advantage. The green zone and the water body will be polluted by banquet halls, lawns, club house etc. Because of low fees, families visit the garden in large numbers. For all types of activities, the operator must keep high entry fees, “he said.” The move is opposed by people residing in adjacent areas such as Verma layout, Ambazari, Pandhrabodi, etc. I’m going to talk to people and raise the issue with the government if everyone wants the NMC to continue to look after the garden, “he added.

Study by VNIT suggests new bodies, measures for water woes in the metro region

A joint study by professors and students of the Visvesvaraya National Institute of Technology (VNIT) and the Keio University of Japan (KU) recommended the establishment of an urban-rural governance coordinating entity in Nagpur to address water conflicts arising from rapid urbanization, crop loss, forest conservation, land use and food security concerns in the subway. The report also highlighted the decreasing availability of water in the Nagpur Metropolitan Area (NMA) and suggested the creation of alternative sources of water in various parts of the district. Numerous agencies are involved in water management in the Nagpur region, but policy coordination at different levels is needed for sharing water in NMA, it says.Under land cover change, the study prioritizes the need to ensure food security in NMA as fertile agricultural land was lost to urbanization in its northeastern area between 2006 and 2018. The report shows the flow analysis of people in urban, rural and forested areas along the Pench corridor. It carries a foreword from Mayor Sandip Joshi, who states that the study offers an insight into Nagpur’s grassroot-level issues, and that the secret to achieving sustainable urban development is to improve urban-rural linkages.
The report Building Resilient Cities — By Urban-Rural Partnership cites water as one of economic growth’s main determinants and calls for a holistic long-term plan to balance supply and demand of the region’s scarce resources.In view of declining water availability in the Totladoh dam, the researchers also recommended alternative water sources, such as the Rehari dam on the Kanhan river, to meet growing water demands.Showing a comparison of decadal results, the study points out that areas near Nagpur City are experiencing maximum rural-urban transition. On Thursday, a round table was held to discuss the study submitted to the Nagpur Mun by representatives of disaster management institutions, civil bodies, the Institute for Global Environmental Strategies (IGES) and VNIT, KU professors. GS Saini Director of National Fire Service College (NFSC), NMC Chief Fire Officer Rajendra Uchake, VNIT Director Pramod Padole, and the research teams were present.Kamakshi Thapa, Harshitha N, Sameer Deshkar (all from VNIT), Vibhas Sukhwani, Rajib Shaw, Wanglin Yan (all from KU) and Bijon Kumar Mitra (IGES) are among the researchers. The study is part of the research carried out under the Bilateral Agreement between India and Japan. The study aims to apply in rural and urban Nagpur the concept of’ Regional-Circular Ecological Sphere (R-CES). It details the physical and changing climate characteristics, demographic transitions, land use / land cover change, Nagpur water source areas, urban-rural water conflicts, water policy and governance aspects, and urban-rural partnership avenues, as well as recommending entry points for R-CES. Professor Deshkar said the concept of R-CES is based on an integrated policy approach that incorporates low-carbon society, the circulation of resources, and living in harmony with nature.

 Six months postponed the opening of Reach I Metro stations.

By the end of December 2019, MahaMetro had agreed to open all Reach I (Sitabuldi to Khapri stretch) stations. But officials now say it’s going to take another six months.
Figures from the Metro indicate that opening new stations has boosted ridership. Notwithstanding this, the stations have not been opened as planned. Reach I was inaugurated in March 2019 by Prime Minister Narendra Modi. Five stations— Sitabuldi Interchange, Airport, Airport South, New Airport, and Khapri — were operational at that time. It took another six months for MahaMetro to open a new station in November— Jai Prakash Nagar. Five more stations need to be opened— Rahate Colony, Nagar Congress, Ajni Square, Nagar Chhatrapati and Nagar Ujjwal. Rahate Colony station would be launched this month, according to a Metro official. “The stations in Chhatrapati Nagar and Ajni Square will be ready in February, while the station in Congress Nagar will be ready for the first week of March or April. Ujjwal Nagar station is going to take a while because we recently got the ground. The landowner had been moving the case, “the official said.
According to the official, the opening of Congress Nagar station could be further delayed as Metro plans anyhow to open the Manish Nagar Railway Underbridge (RUB) in March. “As the contractor is the same for both works, at the station’s cost, he may concentrate on the RUB,” he said.Metro can complete the construction according to its schedule, but it will take longer to open the stations. Metro Rail Safety Commissioner (CMRS) will have to inspect each station and then give a green signal to open it to the public. Therefore, Metro officials expect all stations to be open by the middle of the year, except for Ujjwal Nagar. Commenting on the reasons for the delay, the official said the original contractor ILFS was forcing the Metro tore-tender the works. The official said the work on Reach III stations (Sitabuldi to Lokmanya Nagar stretch) was progressing at full speed. “This month’s station at Bansi Nagar will be ready. The station in Wasudeo Nagar is almost complete. The stations of Rachna T-point, LAD Square and Shankar Nagar will be ready by April or as soon as possible in May. Currently, refined sugar sachets are provided on board to passengers, so we are trying if we can provide honey sachets or honey cubes in flights and hotels,” In the past too, the government issued directives to serve low-fat, low-carb meals to crew onboard and give passengers the option to have nutrition-rich food like besan chilla, oats, egg whites and paneer that are low cholesterol foods.

Gold prices fall by 1,000 per 10 gram in just two days.

Gold and silver prices fell for the second day in India today, as fears arose from a further escalation of tensions between the US and Iran. In the case of MCX, gold futures prices decreased by 1% to 39,725 per 10 grams, after dropping by almost 600 in the previous session. Silver prices also fell today, with MCX futures falling 1.4% to 46,713 per kg. In global markets, gold prices fell from their nearly seven-year highs after US President Donald Trump’s remarks eased fears of further US-Iran hostilities. Comex’s gold futures closed at $1,561 an ounce after rising above $1,600 for the first time in nearly seven years on Wednesday. Trump said that Iran’s missile strikes at bases in Iraq did not harm US troops and that Tehran seemed to be standing. Iran later claimed that the attacks had “concluded” for now, while Foreign Minister Mohammad Javad Zarif tweeted that the country “is not seeking an escalation or a war.”

Gold may see some profit booking as a softening of the rhetoric that the US and Iran have allayed fears about a major military conflict, SMC Global Securities said in a statement.” Gold can dip down to 39,800 while taking resistance near 40,300 while silver can test at 47,000 while taking resistance near 47,500,” the brokerage said. Meanwhile, holdings of the world’s largest gold-backed exchange-traded fund, SPDR Gold Trust, fell by 1.05% to 886.81 tons on Wednesday, she added.
